Muong Bi Commune is coordinating to implement the 1/500 scale Detailed Planning Project of the Muong Ethnic Cultural Space Conservation Area in Luy Ai Hamlet. This is a complex of Muong cultural space with an area of ​​hundreds of hectares including the following areas: museum; service area, high-class hotel; farm area; festival area; accommodation area, homestay, resort... Luy Ai Hamlet is the common home of 34 families with 165 people, 100% of whom are Muong ethnic people. The traditional stilt houses, clustered together, have created a strong community space.

The special value of Luy Ai has been recognized since 2008, after the Ministry of Culture, Sports and Tourism invested in preserving and recognizing this as a typical traditional village of ethnic minorities, a hamlet representing the Muong ethnic group nationwide. Comrade Bui Minh Hong, Vice Chairman of the People's Committee of Muong Bi commune, said: To effectively implement the project, phase 1 (2025-2027) focuses on building essential infrastructure such as: traffic, electricity, water. At the same time, start construction of core works of the museum area, festival area, culinary area; proceed with preserving and renovating the ancient Muong house area and build a reception area and parking lot.

Phase 2 (2027-2030) will complete and upgrade the remaining items such as the cultural house, streamside ecosystem renovation, and temple expansion. In particular, this phase will focus on building a new main traffic axis connecting with National Highway 6 and Provincial Road 436, developing high-end eco-tourism areas and experiential tourism products, and trade services for craft villages. In Cao Phong commune, the Mo Muong Cultural Heritage Conservation Space project associated with tourism services is also being vigorously implemented.

The project was approved by Hoa Binh province (formerly), with an area of ​​36.02 hectares and a total investment of 50 billion VND. The establishment of a space to preserve Mo Muong cultural heritage associated with tourism services in Cao Phong commune is one of the important conditions to include Mo Muong heritage in the list submitted to the Government and submitted to the United Nations Educational, Scientific and Cultural Organization (UNESCO) for inclusion in the list of Intangible Cultural Heritage of Humanity.

The Mo Muong cultural heritage conservation area associated with tourism in Cao Phong commune has a construction investment scale including: But temple area; entrance gate and square area; Coi mountain top area... The project will become an important step forward in preserving traditional culture and opening up opportunities for tourism development, promoting the unique image of Cao Phong land. This is an extremely necessary and urgent project, aiming to continue preserving and promoting the value of Mo Muong heritage; fully preserving the values ​​of the ethnic cultural origin, the national spiritual cultural foundation, overcoming the risk of losing the value of Mo Muong national intangible cultural heritage.

Thereby contributing to enhancing resources for socio-economic development, making Mo Muong heritage a typical and unique tourism product associated with exploiting the potential and developing tourism in Cao Phong commune in particular and Phu Tho province in general. Comrade Nguyen Phi Long, Standing Deputy Secretary of Phu Tho Provincial Party Committee emphasized: The planning and implementation of the Muong ethnic cultural space conservation area in Luy Ai hamlet and Cao Phong commune is the concretization of the Project "Preserving and promoting the cultural values ​​of the Muong ethnic group and Hoa Binh culture".

Accordingly, the province will issue specific mechanisms and policies, vocational training; create conditions for people in the Conservation Area to preserve ethnic identities such as: language, costumes, housing, lifestyle, etc., thereby creating a space for sustainable tourism development, contributing to socio-economic development, improving the material and spiritual life of the people. On November 24, 2023, Hoa Binh province (old) issued the Project on Preserving and promoting the cultural values ​​of the Muong ethnic group and Hoa Binh culture in the period of 2023-2030 to continue researching, preserving, and promoting the values ​​of cultural heritages and fine traditions of the Muong people; contributing to promoting and introducing the land and people of Hoa Binh, building unique tourism products to attract domestic and international tourists, promoting the socio-economic development of the province in the coming time".

At the same time, the province completed the scientific dossier of the Mo Muong Cultural Heritage to submit to the Prime Minister and to UNESCO for inclusion in the list of Intangible Cultural Heritage in need of urgent protection. The province organized the inventory, collection, documentation, restoration and promotion of the intangible cultural heritage of the Muong ethnic group in terms of social customs and beliefs, traditional festivals, folk performing arts, traditional crafts, folk knowledge, language, writing and folk literature.

In particular, the selection of five intangible cultural heritages of the Muong people was proposed to be included in the list of National Intangible Cultural Heritages. Notably, the province focused on restoring typical traditional festivals and folk games associated with building unique and attractive tourism products. In addition, the province restored and promoted unique traditional festivals, traditional costumes, traditional stilt houses, folk songs, Muong gong art, Muong Mo and good customs and practices of the Muong people. Currently, Phu Tho province is introducing the Muong writing into teaching at some schools in the area.

The above synchronous solutions will bring practical effects in exploiting the value of Muong ethnic cultural heritage and Hoa Binh culture, both arousing pride and becoming a driving force to promote socio-economic development of the local community in the coming time.
