Deploying tax tasks in 2024

This morning, January 10, the Quang Tri Provincial Tax Department held a conference to review the work in 2023 and deploy tasks for 2024. Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong attended the conference.

In 2023, the Ministry of Finance assigned the domestic revenue estimate to Quang Tri province of VND 3,327 billion (the estimate assigned excluding land use fees is VND 2,527 billion); the Provincial People's Council assigned VND 3,400 billion (the estimate assigned excluding land use fees is VND 2,600 billion).

As a result, the total domestic revenue in the province in 2023 was VND 2,785.6 billion, reaching 83.7% of the ordinance estimate, 81.9% of the Provincial People's Council estimate and 68.7% over the same period in 2022. Domestic revenue excluding land use fees was VND 2,458.8 billion, reaching 97.3% of the ordinance estimate, 94.6% of the Provincial People's Council estimate and 90.4% over the same period in 2022.

To achieve the above results, the tax sector has performed well in professional work - budgeting - legal affairs; propaganda and support for taxpayers; tax declaration and accounting; tax inspection and examination; tax debt management and tax debt enforcement; application of information technology to serve tax management; administrative reform, control of administrative procedures in tax management...

The solution to implement tax work in 2024 is to promptly and effectively deploy support packages on tax exemption, reduction, and extension of land tax payments of the National Assembly and the Government according to production and business recovery programs to support people and businesses to quickly restore production and business activities; focus on speeding up the progress of resolving value-added tax refunds for businesses.

Units develop action programs and assign 2024 state budget collection targets to each department, tax team and tax official. Strengthen tax administrative procedure reform; promote the application of information technology in modernizing tax management for revenues at all stages to support taxpayers.

Continue to maintain and improve the quality of electronic tax declaration, payment and refund services and expand electronic tax services; ensure information technology infrastructure for electronic invoices; effectively deploy electronic invoices generated from cash registers, electronic invoices of petroleum business activities...

Focus on inspecting, examining, and preventing budget losses in sectors, fields, and enterprises with high tax risks or large revenue potential. Review and classify tax debts, analyze the causes of each debtor to have appropriate debt collection solutions. Strictly handle acts of commercial fraud, transfer pricing, tax evasion, and tax delay.

Tax departments focus resources to coordinate with relevant sectors, Party committees and People's Committees at all levels in completing digital maps for business household management; consolidated declarations of non-agricultural land use tax; effectively managing revenue from resource tax and environmental protection fees for enterprises with mineral exploitation activities. Implementing the arrangement and organization of tax officials in accordance with their functions and tasks to meet work requirements in the new situation...

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong suggested that, promoting the achieved results, in 2024, the provincial tax sector needs to focus on performing well the role of advising the Provincial People's Committee in making estimates of state budget revenue and tax management in the province; closely coordinate with relevant sectors, agencies and units to well perform assigned tasks.

Promptly implement the contents according to the direction of the Prime Minister in Official Dispatch No. 1372/CD - TTg, dated December 15, 2023 on strengthening the management of state budget revenue, saving expenditures, proactively managing the state budget in December 2023 and the first months of 2024; Directive No. 01/CT - TTg, dated January 4, 2024 on strengthening the saving of state budget expenditures.

Continue to do a good job of disseminating and popularizing tax laws to businesses and people. Increase dialogue, promptly answer and resolve difficulties, recommendations and proposals of businesses in implementing the state's tax policies; create favorable conditions for business development.

Continue to promote administrative reform, arrange organizational procedures for the professional apparatus, and do a good job of building a team of cadres and civil servants in the entire industry to ensure professional proficiency and ethical integrity.

On this occasion, the Provincial Tax Department awarded certificates of merit to 43 enterprises and 39 production and business households with achievements in implementing tax policies and laws in 2023.
