Implementing policies to support the prevention of animal diseases

Khanh Hoa Provincial People's Committee has just issued a document requesting departments, branches, units, and localities to implement Decree No. 116 dated June 5, 2025 of the Government regulating policies to support the overcoming of animal diseases.

Accordingly, the Provincial People's Committee assigned relevant departments, branches, units and localities to organize the implementation of policies stipulated in Decree No. 116 in the province; organize propaganda and dissemination of the content of the decree to all levels, branches, organizations and individuals participating in livestock and aquaculture activities; advise on the development of annual animal disease prevention and control plans in the province. In addition, guide, inspect and supervise the implementation and support for overcoming animal diseases in the province to ensure effectiveness and compliance with current laws; research and advise the Provincial People's Committee to submit to the Provincial People's Council at the regular meeting at the end of 2025 to consider and decide on the level of support for overcoming animal diseases in the province to ensure strictness, feasibility, suitability, effectiveness and compliance with regulations; review the regulations on decentralization and delegation of authority in the agricultural sector of the Central Government to advise on decentralization to competent agencies for implementation; Advise the Provincial People's Committee to arrange funds to implement the annual animal disease prevention and control plan in the province according to regulations.

Decree 116 of the Government stipulates support policies for production facilities with animals and animal products forced to be destroyed due to epidemics and support for those participating in epidemic response work. Applicable diseases include diseases on the list of diseases that must be declared epidemics, diseases transmitted between animals and humans, or newly emerging infectious diseases. The principle is that the State only supports part of the damage, not the entire compensation. The support must be public, transparent, timely and targeted to the right subjects. In particular, for production facilities, there must be animals and animal products forced to be destroyed in epidemic areas, threatened epidemic areas, buffer zones; or at the first outbreak with positive test results; or when there is a new pathogen confirmed by a competent authority. The support level is specified in detail for each type of livestock and product. For example, buffalo, cow, goat is 50,000 VND/kg live weight; sheep 55,000 VND/kg, pigs 40,000 VND/kg live weight; chickens, ducks 35,000 VND/kg live weight. For aquatic products, support is based on area or output, for example: White-leg shrimp farming area is from 20-30 million VND/ha depending on density; intensive tra fish farming area is 50 million VND/ha; seafood raised in cages and rafts is 10,000 VND/kg... In addition, the decree also stipulates the level of support for forces participating in overcoming animal diseases.
