Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that in the immediate future, the age will be reduced from 80 to 75 years old and strive to gradually reduce it until reaching retirement age.
That is part of the content of the Draft Law on Social Insurance (amended), expected to be submitted to the National Assembly at the session at the end of 2023.
By the end of 2022, Vietnam will have about 14.4 million people over retirement age (55 years old and above for women, 60 years old and above for men). Of which, the number of people receiving pensions, monthly social insurance benefits or social retirement benefits is only over 5.1 million people, or about 35% of retirees.
Many people do not have pensions. The well-off do not have a problem, but for the poor, no pension is like having no "safety net". When they are old, they no longer have the health to earn money, most of them depend on their children. If they meet filial children or have a comfortable life, they can still rely on them, otherwise they feel very sad.
Old age is full of diseases, irregular illnesses, spending can be restrained, but medicine money cannot be restrained.
Therefore, if the new policy is applied, it will help expand the beneficiaries of social pension benefits by about 800 thousand to 1 million elderly people receiving social pension benefits and health insurance.
We often talk about "leaving no one behind", meaning not to leave the poor, the weak, and those in unfortunate circumstances in society "alone" without support, without help from the community or the government. There are still many people in difficult circumstances, who need to be shared in many forms, from individuals, organizations, to the social security policies of the state.
But, the immediate concern is for the elderly, 75 years old are entitled to pension benefits, if we have to wait until 80 years old, many people cannot wait. As Ms. Le Thi Luu (76 years old, Hai Ba Trung district, Hanoi) shared with Lao Dong: "If the State can implement a policy for the elderly without pension like me, I would be so happy! At this age, having to wait until 80 years old is too long, we are not afraid that we cannot wait."
The elderly are given extra care, although the pension is not much, it also reduces some of the hardships of life.
Moving forward, as the economy develops and the country becomes more and more "decent", the age will continue to be lowered to 70, 65, equal to the retirement age. That is the goal to aim for and must be achieved, so that every citizen can truly live in a peaceful, happy, and civilized country.
