China does not require certificates and fees when importing agricultural products.

To date, the General Administration of Customs of China (GACC) has no requirements for the GACC registration certificate form and online fee collection regulations through the websites: https://www.gacc.app, https://www.aqsiq.net , the Vietnam National Sanitation and Plant Quarantine and Inspection Office (Vietnam SPS) said.

The reason why the Vietnam SPS Office confirmed the above information is because recently, there have been opinions from Vietnamese enterprises requesting clarification of information from Chinese customers requiring Vietnamese agricultural and food products when imported into the Chinese market to be accompanied by a "Certificate of Registration of the General Administration of Customs of China - Certificate of GACC Registration"; Vietnamese enterprises must register and pay fees online at the website: https://www.gacc.app/application-exporter-registration-submit.

The Vietnam SPS Office said that the results of registering enterprises for production, processing and preservation of agricultural and food products for export to China in accordance with Regulation 248, after being approved by GACC, will be officially announced as follows:

For foreign food production, processing and preservation enterprises exporting food to China, registering on the system https://app.singlewindow.cn/ (including direct registration or through introduction by competent authorities), the registration results are announced on the website: https://ciferquery.singlewindow.cn/ and the notification document of the competent authority of Vietnam for the code introduced by the competent authority.

For enterprises registering products under the approval authority of the Animal and Plant Quarantine Department, GACC, the registration results are announced on the website: http://dzs.customs.gov.cn/ and the notification document of the competent authority of Vietnam.

For commercial enterprises, registration results are published on the website: http://ire.customs.gov.cn/.

For detailed information on instructions for registering enterprises for production, processing and preservation of agricultural and food products for export to China, units and individuals can contact the Vietnam SPS Office, Ministry of Agriculture and Rural Development.

China is currently Vietnam's largest agricultural, forestry and fishery export market and will continue to open its doors to more agricultural products for official export to this market.

In the first 11 months, agricultural, forestry and fishery exports reached 47.84 billion USD, down 2.7% compared to the same period last year. However, the agricultural sector is still pursuing the export value target of 54 billion USD, said Deputy Minister of Agriculture and Rural Development Phung Duc Tien.

In 11 months, some key agricultural products have had very positive changes such as the export value of fruits and vegetables reaching 5.32 billion USD, up 74.5%; rice 4.41 billion USD, up 36.3%; cashew nuts 3.31 billion USD, up 17.4%... Other products such as shrimp, pangasius and forestry products are also being actively and drastically promoted for export to achieve the target of 54 billion USD by 2023.

The structure of agricultural export markets has changed in 2023. China is the leading market with an export value of 11.5 billion USD to China, accounting for 23.2%, up 18% over the same period last year; the US reached 9.5 billion USD, accounting for 20.6%, down 17.9% and Japan reached 3.5 billion USD, accounting for 7.4%, down 9.1%./.
