According to the Chairman of the Da Nang City People's Council, vocational training must move beyond simply training in what we already have, and instead invest in training in fields that society needs.


High demand but low acceptance rate.

On the morning of December 12th, the Da Nang City People's Council began its second day of work with a plenary session. The issue of vocational training and job creation was of particular interest to the delegates.

According to Representative Truong Minh Hai, Deputy Head of the Culture and Social Affairs Committee of the Da Nang City People's Council, vocational training and job placement policies in the city still have many limitations.

Consequently, the structure of vocational training programs is not aligned with the city's development, is not properly connected to the demands of the labor market, and localized labor shortages still occur.

"The collaboration between the state, schools, and businesses in vocational training and job placement is not sustainable, and the percentage of workers successfully recruited through job fairs is not high. Demand is high, but the success rate is below 10%," Mr. Hai said.

Furthermore, Mr. Hai argued that labor market and employment information is not widely disseminated to the grassroots level and to workers; the ability of a segment of the workforce to meet the required qualifications, labor skills, job skills, and legal compliance is still limited and does not meet the requirements of businesses…

The promotion of international cooperation and sending workers abroad has not been commensurate with the needs and potential.

Representative Hai suggested that in the future, it is necessary to effectively plan and forecast human resources and the labor market to determine training objectives for each stage and allocate corresponding resources to achieve the set goals.

At the same time, there needs to be close cooperation between the state and schools in addressing employment issues. Strengthening the application of information technology to increase the connection between labor supply and demand; completing the database on job creation; developing apps to provide labor market information to the public; and investing in and upgrading vocational education facilities are also crucial.

We must train professionals in the fields that society needs.

According to Mr. Nguyen Dang Hoang, Director of the Department of Labor, War Invalids and Social Affairs of Da Nang City, the current propaganda work is not strong enough and people's awareness of vocational training is not high.

At the same time, learning equipment in schools has not been updated in a timely manner. Many professions now become outdated within just 3-5 years, unlike in the past. Therefore, schools have not prepared the necessary facilities or teachers to implement these professions.

Furthermore, businesses and vocational training institutions haven't connected. Businesses aren't interested in vocational training; sometimes they recruit and train their own staff.

Regarding employment, Mr. Hoang said that the Department of Labor, War Invalids and Social Affairs has also directed the Job Placement Center to continue organizing job fairs, labor export programs, and coordinating with policy banks to provide loans for business ventures...

According to Mr. Ngo Xuan Thang, Chairman of the Da Nang City People's Council, besides policies, administrative procedures, and land, the most important thing businesses are concerned about is whether they can find a skilled workforce to serve their needs when they come to Da Nang.

Mr. Thang argued that vocational training must move beyond simply training in what we already have, and instead invest in training in fields that society needs.

"Those who teach motorcycle and car repair are all from the 2000s and 2010s; now they're all using the latest generation. During a discussion the other day, someone mentioned training in mobile phone repair, but now they only teach how to repair iPhones 10 and below, while people are using iPhones 15 and 16. How can they keep up with the latest technology?", Mr. Thang said.

The Chairman of the Da Nang City People's Council questioned why 90% of demobilized soldiers choose to learn to drive. He explained that they find it's because they can get a job immediately after learning the skill. He added that they can't do the other trades the soldiers train them for.

"The important thing is how we orient and prepare for training. In the future, along with the reforms, there will be larger sectors, and this work will focus on specific focal points, which will help to better orient vocational training and human resources, especially high-quality human resources for the city," Mr. Thang said.

According to reports from the Department of Education and Training and the Department of Labor, Invalids and Social Affairs, in 2023, the entire city had 17,366 students taking the 10th grade entrance exam, of which 14,866 passed, while approximately 2,500 students failed.

There are 1,779 students pursuing vocational training, while the rest are not. Compared to other localities, the percentage of students pursuing vocational training in Da Nang is relatively high.

In terms of training, Da Nang has 61 vocational schools and training institutions, 17 colleges, 6 secondary schools, and 12 vocational training centers.

In 2024, the city recruited 33,000 out of 46,000 targets, achieving over 70%. The Department of Labor, War Invalids and Social Affairs continues to support policies for eligible individuals. Currently, the Department is submitting to the Department of Justice proposals for three additional occupations: agricultural and harvest crop care, forestry care, and Korean language.
