On December 8, the People's Council of Da Nang City announced that it had received a proposal from the People's Committee of Da Nang City on the level of support for those who work outside the staff quota at associations assigned by the Party and the State at the provincial or district level, and who immediately quit their jobs due to the impact of the reorganization of the apparatus and administrative units at all levels according to Conclusion No. 183.

According to the People's Committee of Da Nang City, the issuance of this resolution is considered necessary to promptly resolve policies and regimes for groups of subjects directly affected by the rearrangement process.

Because the group of people working outside the staff quota at the associations are not subject to Decree No. 178 (amended and supplemented by Decree No. 67) on policies for cadres, civil servants and public employees in implementing organizational restructuring.

Therefore, this time the resolution is being drafted to stipulate the level of support for those who work outside the staff quota at provincial or district level associations before July 1, 2025 and immediately quit their jobs due to restructuring of the apparatus and administrative units.

Applicable subjects include: presidents and vice presidents who are retired; presidents and vice presidents who are of working age; and people of working age working under labor contracts at associations.

Specific support level for retired presidents and vice presidents: Receive severance allowance equal to 5 times current salary.

For the remaining two groups, the presidents, vice presidents in full-time working age and people in working age Those working under labor contracts at associations are proposed to receive severance pay equal to 3 months of current salary.

At the same time, receive a subsidy of 1.5 months of current salary for each year of work with mandatory social insurance contributions.

However, the total amount of benefits received shall not exceed 24 months of current salary.

According to the People's Committee of Da Nang City, through the survey results of 217 people in this category, the total estimated budget for implementing the policy is more than 16.1 billion VND.

Of which, the budget for the group of working age and labor contract is more than 7.7 billion VND (for 37 people) and for the retired group is more than 8.4 billion VND (for 180 people).
