Faced with historic damage caused by floods in many central provinces, Prime Minister Pham Minh Chinh launched the "Quang Trung Campaign" to mobilize the entire army, police, socio- political organizations and the entire population to rebuild houses for people before the Lunar New Year 2026.

"Don't let people go without a roof to celebrate Tet"

On November 30, Prime Minister Pham Minh Chinh signed Official Dispatch No. 234/CD-TTg, launching the "Quang Trung Campaign" to mobilize all forces to rapidly build and repair houses for households severely damaged by consecutive floods from Ha Tinh to Lam Dong.

The dispatch clearly stated the severity of the natural disaster: the central provinces have experienced floods on top of floods, storms on top of storms, causing great losses in human lives and property. From November 16 to 22 alone, in Dak Lak, Khanh Hoa, Gia Lai and Lam Dong, 963 houses were completely collapsed, 3,390 houses were damaged, causing economic losses of more than 16,000 billion VND.

The Prime Minister requested localities to urgently deploy the “Quang Trung Campaign”, with a very clear timeline: complete the repair of severely damaged houses before December 31, 2025 and rebuild all collapsed houses before January 31, 2026.

The campaign mobilizes all forces of the army, police, youth, women, veterans, businesses and people according to the motto "whoever has something helps, whoever has merit contributes, whoever has property contributes", ensuring that everyone has a safe place to live to celebrate Tet.

Dak Lak "hot spot"

Dak Lak was one of the places that suffered the most damage during the natural disaster. Rainfall ranged from 400-1,000 mm, in some places exceeding 1,100 mm, causing floodwaters on rivers to rise about 1.5 m higher than the historical level in 1993. The province recorded 71 dead and missing people, economic damage of about 5,500 billion VND, 150,000 houses were deeply flooded, 684 houses completely collapsed.

In that context, on the morning of December 1, Military Region 5 organized a launching ceremony to support the construction of houses for households whose houses had collapsed. This was the opening activity for a large-scale campaign in the entire Central region. Military Region 5 and its forces were assigned to build 403 houses in the three provinces of Gia Lai, Dak Lak, and Khanh Hoa; Dak Lak alone had 263 houses and each house was expected to cost at least 170 million VND .

Military Region 5 organized 155 construction teams, each team had 15 to 17 people, with 3 to 4 highly skilled workers. In Dak Lak alone, 100 teams were mobilized. The relevant provincial authorities coordinated the supply of materials, selected house models suitable to local customs and storm and flood prevention standards.

At the ceremony, Major General Tran Thanh Hai - Deputy Commander of Military Region 5 emphasized that "rebuilding houses for the people is not only rebuilding physical structures but also rebuilding "belief and foundation" for people to recover after natural disasters".

Also on the morning of February 1, the Da Nang City Military Command urgently dispatched nearly 100 officers and soldiers with construction expertise to Dak Lak.

Colonel Tran Huu Ich - Commander of the Da Nang City Military Command, requested "the force to promote the spirit of speed, make the most of on-site materials, maintain discipline in all situations and absolutely not cause trouble for the people".

Colonel Tran Huu Ich emphasized that "the construction teams overcame all difficulties, tried to shorten the time to complete the task, helping people not to be left behind, and together with all people in the country to enjoy a warm and prosperous Tet."

"Quang Trung Campaign" total reconstruction

From Dak Lak to Khanh Hoa, Gia Lai or Lam Dong, the first troops followed each other on the road, carrying the spirit of the "Quang Trung Campaign" to overcome all difficulties with the motto of speed, efficiency and safety.

Many months ago, the map of Military Region 5 was covered with footprints of "overcoming storms and floods" to come to the people in times of emergency. Today, the Central region is once again bustling with the loud sounds of military convoys with hoes and shovels coming to the people again, carrying the determination to rebuild their lives.

On the lands still marked by floodwaters, each new house being built is not only a place to shelter from the rain and sun. Each rebuilt roof, each opened road carries the message of the Vietnamese soldier’s spirit: steadfast, devoted, and attached to the people. It is also a symbol of the strength of national unity – a spirit that always shines brightest in difficult times./.
