The Ministry of Education and Training issued Official Dispatch No. 1581 to the Provincial People's Committee on ensuring the maintenance and improvement of the quality and efficiency of public educational institutions in administrative units when implementing the 2-level local government model.

Specifically, after the two-level government comes into operation, the Government will assign the Ministry of Home Affairs to coordinate with relevant ministries and branches to develop and submit to the Government amendments and supplements or promulgate new regulations related to the organization and operation of public service units to ensure effective operation and meet people's needs.

In the field of education, the Ministry of Education and Training requires localities to maintain educational public service units and transfer to commune-level authorities the function of state management of education with secondary schools, primary schools and kindergartens.

Meanwhile, vocational education centers and continuing education centers under the district People's Committee will be transferred to the Department of Education and Training for management. At the same time, they will be reorganized to provide management services according to inter-commune and ward areas.

Thus, after administrative units implement the 2-level local government model, general schools will remain the same and will not be subject to merger. Vocational education and continuing education centers can be merged or restructured, depending on the development orientation of each locality.

Commune level has the right to recruit teachers

In Official Dispatch 1581, the Ministry of Education and Training also allows communes to direct the recruitment of preschool teachers according to the number of employees approved by competent authorities. At the same time, all levels are allowed to decide on the number of labor contracts for job positions in preschools, primary schools, and secondary schools, ensuring enough employees according to the required general education program.

Previously, public teacher recruitment was carried out like general civil servant recruitment, by the Department of Internal Affairs and the People's Committees at the district/province level. Thus, in the coming time, the function of teacher recruitment at all levels will be more strongly decentralized to the commune level and the Department of Education and Training of localities.

At the same time, after organizing and arranging the government at all levels, the Department of Education and Training is decentralized and delegated the authority to perform the following functions and tasks related to management as follows:

  • Advise and submit to the Provincial People's Committee and competent authorities to decide on job positions, civil servant payroll, and total number of employees at public schools.
  • The Department of Education and Training carries out recruitment, employment, appointment, change of job titles, training, fostering, and evaluation of teachers, education managers, and staff of public schools.
  • The Department is also responsible for developing plans for recruitment, use, training and development of teachers in localities and schools in the province.
  • Ensure adequate staffing of civil servants and sufficient number of employees according to the project approved by the Provincial People's Committee. At the same time, be responsible for explaining the activities, quality of education, teachers, workers and students.
  • The Department of Education and Training has the right to recognize, appoint, dismiss, transfer, and change job positions of principals and vice principals of schools.
  • The Department is responsible for regularly updating information on teachers and managers in the national database on education and management levels such as the Provincial People's Committee and the Ministry of Education and Training.
