Notably, Decision No. 1221/QD-UBND dated April 7, 2021 approving the "Plan for implementation, application and management of product TXNG in Thanh Hoa province until 2025" and Plan 227/KH-UBND dated October 23, 2020 on assessing the current situation and needs of TXNG. Based on Circular No. 02/2024/TT-BKHCN of the Ministry of Science and Technology, the province has issued documents directing departments, branches and sectors to promote TXNG activities. Specifically, in 2024, more than 6,000 people participated in training and conferences organized by the Departments of Science and Technology, Agriculture and Environment, Industry and Trade and localities. In particular, coordination with the press, television and digital platforms such as Facebook and Zalo has helped raise public awareness of TXNG.
One of the bright spots in the work of TXNG is the widespread application of QR codes to label products, especially in the agricultural and OCOP product groups. According to statistics, the whole province has about 700 facilities implementing TXNG for over 900 products. On the TXNG Information Portal of the Ministry of Agriculture and Environment, there are 355 facilities with 750 products with fully updated data.
Not only stopping at the labeling stage, many safe agricultural production, processing and consumption chains have been formed. Typically, Vinangon Specialty Joint Stock Company has built a meat production and processing chain of all kinds of spring rolls with an estimated output of 50 tons/year; or the seafood chain at Long Hai Joint Stock Company, Nghi Son town, with an output of up to 2,000 tons/year. These chains all apply electronic TXNG, contributing to brand positioning and increasing consumer trust.
In addition, the support of QR coder stamps for production and business establishments in the districts is also focused on. Typically, Nhu Xuan district supports more than 114,000 stamps for 11 establishments, Thanh Hoa city supports 64,000 stamps, Ngoc Lac, Vinh Loc, Hoang Hoa, Thuong Xuan, Thach Thanh... all have impressive numbers, showing the widespread spread of TXNG.
However, TXNG models applying high technology such as Blockchain and IoT are still very limited. In 2024, no new S&T tasks will be approved. Currently, the whole province only has two research tasks applying TXNG technology to be deployed from 2022.
In addition to positive results, the implementation of traceability in the province still faces many difficulties. First of all, the legal framework is still lacking and not uniform, causing confusion for localities and establishments in implementation. The lack of a list of products requiring traceability also makes the application lack of mandatory and directional characteristics. Along with that, financial resources are a major barrier. Small enterprises, cooperatives and individual business households, the main force of agricultural production, often face difficulties in accessing traceability technology. The labeling is still a formality, with sketchy information and lack of depth, so it does not create trust for consumers. In addition, many people, especially in remote areas, do not clearly understand the nature and benefits of traceability. Products with traceability stamps have not become a popular selection criterion, while urban consumers only pay attention to labels without checking or understanding the traceability content.
In order for TXNG to not only stop at QR stamps but become an indispensable part of the product value chain, ministries, branches and central agencies need to soon issue a list of products requiring TXNG, an implementation roadmap and specific regulations on data storage.
In addition, localities need to continue to increase investment in science and technology tasks related to safe agricultural products, especially high-tech application models, associated with brand building and development of OCOP products and key products. Quickly build the provincial Safe Agricultural Products Information Portal, synchronously connected with the national system and software connecting supply and demand of safe agricultural products. This will create a centralized, transparent data management platform and support more effective product traceability. In addition, departments and branches need to proactively coordinate with specialized units to organize in-depth training and coaching, and improve implementation capacity at the grassroots level. In particular, communication needs to continue to be innovated in both content and form, suitable for each target group, so that safe agricultural products are no longer a strange concept but become a habit and civilized behavior in consumption.
The results achieved are an important foundation, but to develop strongly, TXNG activities need to continue to be invested in and synchronized from mechanisms, people to technology. Only when TXNG becomes a culture of production and consumption, then stamps are no longer a "decoration" of form, but a true proof of the quality, trust and sustainable value of the product.
