From the people's strength combined with the State's support capital, the traffic route of Thanh Binh village has been concreted with green fences planted and cared for by the people.
Coming to Thuy Son commune, we clearly felt the "transformation" of a rural area, with synchronous infrastructure, especially the asphalt and concrete road system with continuous connections, convenient for people's travel and production. Chairman of the People's Committee Pham Minh Nhan excitedly said: "The State's support resources combined with the people's strength have created changes for Thuy Son homeland".
The Party Committee and the government of Thuy Son commune are well aware that the National Target Program for New Rural Development is considered a revolution that comprehensively and profoundly changes the face of rural areas, improving the material and spiritual life of local people. Therefore, in early 2013 - when embarking on New Rural Development, the Party Committee of the commune issued a thematic resolution on leading the implementation of the National Target Program for New Rural Development. At the same time, the People's Committee of the commune was assigned to proactively review and evaluate the level of achievement of each criterion for New Rural Development, in order to focus on developing an implementation plan and a plan to mobilize resources appropriately and effectively. In particular, it is necessary to determine a roadmap and specific steps for each stage to complete each project item, each New Rural Development criterion, especially the criteria that require large investment capital.
Identifying a large amount of work, with many difficult criteria not yet achieved, therefore, right from the implementation of the New Rural Construction, Thuy Son commune focused on leading and directing the promotion of the QCDC at the grassroots level according to the motto "people know, people discuss, people do, people inspect, people benefit". Accordingly, from the commune to the village, the policy and plan for implementing the New Rural Construction were made public, especially the investment in construction, repair and upgrading of rural infrastructure works so that people could know, directly participate in discussions and choose implementation options. More notably, the villages regularly and transparently publicized the contributions of the people and the use of resources for the New Rural Construction. In parallel with seriously implementing the QCDC at the grassroots level, the commune also promoted the role of the Vietnam Fatherland Front and political organizations in promoting propaganda work so that each cadre, party member and each person better understood the purpose and significance of the New Rural Construction for the development of Thuy Son.
Thanks to the good implementation of the QCDC at the grassroots level combined with skillful propaganda and mobilization, Thuy Son commune has aroused "people's hearts and people's strength" for the cause of building and developing the homeland. Chairman of the People's Committee Pham Minh Nhan said: "Implementing the National Target Program on New Rural Construction, in the period of 2013-2023, the commune has mobilized 517.735 billion VND for New Rural Construction. Of which, people contributed money and working days to build welfare works and build and repair houses themselves, accounting for 362.572 billion VND, accounting for 57.05% of the total mobilized resources; the rest is support from the Central Government, the province, the district and the commune budget".
From mobilized capital sources, the commune has invested in building a multi-purpose cultural house, a commune sports stadium; concreted and asphalted 11.8km of roads, 12.6km of village and inter-village roads and more than 6.3km of alleys, hardened 6.5km of main intra-field traffic routes; built new and repaired and upgraded 10/10 cultural houses and spacious village sports areas. With the efforts and solidarity of local officials and people, in 2023 Thuy Son commune was recognized as meeting the new rural standards.
Realizing that the process of building a new rural area is a continuous journey, with a starting point and no end point, immediately after reaching the new rural area finish line, the Party Committee, the government and the people in the commune continue to maintain and improve the quality of the criteria. In order to lead and direct in a timely manner, the Party Committee issued Resolution No. 59-NQ/DU dated December 27, 2023 on leading the implementation of the National Target Program on New Rural Area Construction in 2024. At the same time, the People's Committee of the commune issued a plan to implement the National Target Program on New Rural Area Construction in 2024.
With the determination in leadership and direction in the direction of "clear plan, clear people, clear work" and flexible combination of skillful mass mobilization with promoting QCDC at the grassroots level, the Party Committee and the commune government continue to mobilize the people's strength in building and constructing rural infrastructure. Notably, the Party Committee, the government, the Fatherland Front and political organizations of Thuy Son commune have joined the campaign to mobilize people to donate land to invest in renovating, upgrading and renovating infrastructure, focusing on building rural roads in a synchronous and modern direction. Accordingly, the people of Thanh Binh, Luong Son, Dong Son, Trung Son and Giang Son villages have voluntarily donated 9,057m2 of agricultural and forestry land and crops. The land donation by the people has created conditions for the commune to expand the traffic routes of Hoa Cao, Van Son and Trung Son villages. In addition, the commune has also started to solidly build Bai To canal in Dong Son village and Ho Bai Co canal in Phu Son village; Upgrading and renewing the power line of Luong Son village; investing in expanding Thuy Son Secondary School; Renovating the cultural house and sports area of Hoa Cao, Dong Son, Tam Dong villages; building village gates of Van Son, Luong Son villages... Up to now, the commune is maintaining and improving the quality of 19/19 NTM criteria, and has achieved 10/19 criteria of advanced NTM commune. This is a great effort and determination of the entire political system and all classes of people of Thuy Son commune.
