On March 20, 2025, the Government issued Decree No. 70/2025/ND-CP amending and supplementing a number of articles of Decree No. 123/2020/ND-CP on invoices and documents. Business sectors subject to mandatory application include: Food and beverage, restaurants, cafes; hotels, accommodation; retail, consumption; supermarkets, convenience stores; entertainment services, health care, beauty salons...

Using a cash register with integrated data connection to the tax authority allows invoices to be generated and sent directly to the General Department of Taxation at the time of sale. This not only reduces tax fraud but also makes it easy for consumers to look up and authenticate valid invoices via QR codes.

“The Tax Department has advised the Provincial People's Committee to issue Document No. 3773/UBND-TH on strengthening tax management for business households and individuals, promoting the implementation of electronic invoices generated from cash registers and disseminating information to taxpayers. Up to now, the tax sector has coordinated with software providers to support businesses to complete the implementation, ready to apply from June 1, 2025.”
The application of electronic invoices with tax authority codes creates favorable conditions for business households and small businesses. Tax authorities will coordinate with technology solution providers to provide cheap or free cash registers in the initial period. At the same time, the Tax sector will organize free training courses and technical guidance to help people get used to the new method.

Ms. Le Thi Lieu, owner of Huong Que restaurant, Bac Kan city said: "I see that the implementation of electronic invoices generated from the cash register of the Tax Department creates convenience for businesses like our restaurant, demonstrates fairness in business and helps the restaurant manage orders and revenue better."
According to Decree No. 70/2025/ND-CP, from June 1, 2025, businesses, business households, and business individuals subject to the above-mentioned subjects must register to use electronic invoices generated from cash registers. By May 30, 2025 at the latest, the registration to use electronic invoices generated from cash registers must be completed.
In case enterprises, business households, and business individuals have been supported and notified by the tax authority about the conversion to apply electronic invoices generated from cash registers but do not convert, it is determined that they have violated regulations on invoice use. The tax authority will coordinate with competent authorities to handle violations according to the provisions of law.
The application of electronic invoices generated from cash registers will contribute to increasing transparency in business operations, improving the efficiency of state tax management, saving costs and time for businesses, providing convenience for consumers, while promoting digital transformation and modernizing the economy./ .
