From August 1, PVOIL will pilot the sale of E10 RON95 bio-fuel at gas stations in Hanoi and Hai Phong City. After the pilot phase, PVOIL will continue to upgrade, convert and develop E10 gasoline sales points; ready to implement the roadmap for using E10 gasoline from January 1, 2026.
As a member of the Vietnam National Energy Industry Group ( Petrovietnam ), with the role of a leading petroleum trading enterprise in the Vietnamese market, Vietnam Oil Corporation (PVOIL) has developed a plan, prepared to invest, and upgraded the infrastructure system serving the blending and trading of bio-fuel to prepare for the mass deployment of E10 gasoline from January 1, 2026.
Mr. Cao Hoai Duong, Chairman of the Board of Directors of Vietnam Oil Corporation, said that PVOIL has long invested in biofuel blending facilities at warehouses, including both main and transit warehouses. With the Party and State's policy on the use of biofuels, which is expected to completely replace mineral gasoline with E10 gasoline, PVOIL has made early preparations to be ready for this transition.
According to Mr. Cao Hoai Duong, PVOIL's pilot implementation of selling E10 gasoline from August 1, 2025 aims to help customers gradually get used to the new fuel, avoiding "shock" during the transition process. At the same time, PVOIL also strengthens propaganda activities to bring the Government 's policy into real life.
"This is also an affirmation of PVOIL's readiness to ensure that it can deploy E10 gasoline business synchronously throughout the system as soon as the official roadmap is applied. PVOIL also orients its investment not only to meet internal demand and existing customers but also to be ready to process and blend for other sources, contributing to ensuring a stable supply of E10 gasoline for the market," said Mr. Cao Hoai Duong.
Regarding the blending system, PVOIL is upgrading and renovating the current E5 RON92 blending stations at strategic warehouses nationwide to meet the demand for E10 RON95 gasoline. The items include repairing tanks, improving the blending system and updating modern technology to meet the technical standards of E10 gasoline.

Owning a nationwide port warehouse system and a network of nearly 900 petrol stations covering all provinces and cities will help PVOIL quickly bring E10 gasoline to consumers. In addition, more than a decade of experience in operating the E5 gasoline blending system since 2010 is a solid foundation for PVOIL to switch to E10 gasoline with low risk and shortened implementation time. PVOIL also has the advantage of a wide distribution network, flexibility in production operations, a stable source of E100 fuel and a team of experienced staff in the field of biofuel production.
Taking advantage of the ecosystem of the Vietnam National Oil and Gas Group (Petrovietnam), PVOIL will strengthen chain linkages and continue to closely coordinate with the Group's member units, such as Dung Quat Oil Refinery (BSR) and Nghi Son Oil Refinery/PVNDB to ensure the output of mineral gasoline products, while ensuring a stable supply of ethanol (E100), optimizing costs and ensuring output to meet market demand.
In terms of finance and human resources, PVOIL focuses on training and preparing highly qualified technical human resources to operate the E10 gasoline production system effectively. Projects to upgrade and prepare infrastructure for blending and distributing E10 gasoline will incur costs for PVOIL. However, as a major player in the current market, PVOIL is determined to join hands with the Government to ensure the development of green and clean energy in the Vietnamese market.
