Domestic gasoline prices today, November 13
As of 3:00 p.m., gasoline prices today, November 13, 2025, have increased again. Specifically:
- RON 95-III gasoline increased slightly by 160 VND, not higher than 20,570 VND/liter;
- E5 RON 92 gasoline also increased by 160 VND, not exceeding the threshold of 19,840 VND/liter;
- E10 RON 95-III gasoline does not exceed VND20,150/liter, plus VND140.
Oil prices today, November 13, are still increasing quite strongly. Accordingly:
- Diesel price 0.05S increased by 540 VND, not higher than 19,860 VND/liter;
- Kerosene price also increased by 540 VND, not exceeding the threshold of 19,930 VND/liter.
- Mazut oil price decreased by another 250 VND, not higher than 14,070 VND/kg.

Similar to previous management periods, today the joint ministries also did not draw or spend from the Petroleum Price Stabilization Fund.
Since the beginning of the year, RON 95-III gasoline has increased 26 times, but decreased 21 times; while diesel has increased 25 times, remained unchanged once and decreased 21 times.
Thus, today's domestic gasoline price, November 13, 2025, increased simultaneously compared to the previous adjustment period.
Gasoline prices in Russia fall for first time in 8 months
The average retail price of gasoline in Russia fell by 0.2% to 65.34 rubles (about 0.8 USD) per liter in the period from November 6 to 10, according to data released by the Federal Statistics Service on the evening of November 12. This is the first time since March 2024 that fuel prices in Russia have recorded a downward trend.
Of Russia’s eight federal regions, six – from the Black Sea, Volga region, Urals to Siberia – reported price declines, while the other two saw slight increases. Analysts said the trend reflected a seasonal drop in demand, along with the return of some refineries from maintenance and damage caused by Ukrainian drone attacks.
Since August, Ukraine has carried out nearly 40 attacks on Russian oil facilities, nearly double the total in the first half of the year and exceeding the entire number of incidents in 2023, according to data compiled by Bloomberg.
Gasoline shortages have been reported in some regions, forcing the Russian government to ban gasoline exports until the end of the year and limit diesel exports. The Russian Energy Ministry said domestic fuel supplies were now stable and domestic demand was “fully met” thanks to government controls.
