According to Official Dispatch 168/BHXH-QLT, from June 1, the social insurance agency will not issue paper health insurance cards to participants.
Specifically, from June 1, for cases of requesting to reissue or exchange health insurance cards, social insurance officers are required to directly guide participants to install the VssID application, the VNeID application and instruct them to use the health insurance card image on the applications to go to the hospital for examination and treatment instead of the paper health insurance card.
The Social Insurance also instructs to only issue paper health insurance cards to those who cannot install the VssID and VNeID applications and do not have a citizen identification card (CCCD) with a chip.
This regulation is part of the digital transformation program of Vietnam Social Security, implementing the directions of the Government and the Prime Minister on cutting administrative procedures, aiming to modernize the process and bring many practical benefits to health insurance participants.
The use of CCCD, VNeID and VssID applications to go for medical examination and treatment instead of paper health insurance cards has been implemented by Vietnam Social Security in coordination with relevant ministries and branches in recent times and has brought positive results.
Check for updates on VssID
Regarding the VssID application, most accounts have now been authenticated with population data and updated CCCD numbers.
For accounts that have not been updated, users can follow these steps to update their CCCD number or personal identification number for social insurance and health insurance participants in the VssID application.
To check the updated CCCD number on the VssID application:
Open the VssID app on your phone - log in to your account. If your account already displays your ID number, you don't need to update it. If you still have the old ID number, you need to change the information.
Step 1: Access the address: https://dichvucong.baohiemxahoi.gov.vn - log in with your VssID account.
Step 2: When you have successfully logged in, look up and select account information to change your ID card/CCCD number.
Step 3: In the information management section, you can easily edit your ID card/CCCD number.
Step 4: Confirm at the Social Security Agency. After completing the online information change, the user will receive a notification requesting to go to the nearest Social Security Agency to confirm and complete the information change on the Social Security system.
Updating the CCCD number to the VssID account not only helps synchronize information, but also makes the process of looking up and enjoying insurance benefits more convenient.

In addition, people can integrate their health insurance card into VNeID by:
Step 1: Before integrating, check and update the VNeID application to the latest version (if available). Then open the application and log in.

Step 2: Select the paper wallet item in the toolbar, select the information integration item.
Step 3: Select the create new request item above > select the information type to display the drop-down menu > select the health insurance card.

Step 4: Select the health insurance card issuing unit and enter the health insurance card number in the box. Note that you need to carefully check and enter the correct card number, then select send request to complete.
If people have difficulty updating information, social insurance officers are responsible for guiding participants to install and use the health insurance card image on the VssID and VNeID applications; use the CCCD card with chip to go to medical examination and treatment instead of the paper health insurance card.
