Specifically, there are 8 quotas for the medical sector and 7 quotas for other sectors to be trained at educational institutions under the management of the Cuban Ministry of Higher Education in the 2026-2027 school year. The training period is 5-6 academic years (including 1 year of preparatory language study).
The Cuban government waives tuition fees, provides health insurance and accommodation according to Cuban regulations. The Vietnamese government provides round-trip airfare, travel expenses, passport and visa fees, and subsistence allowances according to current regulations for scholarship students studying in Cuba.
Regarding the conditions, candidates must fully meet the general conditions such as: Having good political and moral qualities; not being disciplined or being considered for disciplinary action by a competent authority; over 16 years old and under 25 years old, having graduated from high school; healthy enough to study abroad. In case of being found to be sick or not healthy enough due to falsifying documents to study, they will have to return home and bear all related costs, including airfare and reimbursement to the state. Candidates have not registered for any other scholarship program of the Ministry of Education and Training at the same time as this announcement (from the time the announcement takes effect until the preliminary selection results are available). At the same time, they must commit to completing the training program and returning to serve at the agency sending them to study or as required by the State.
Those who do not complete the training program, drop out of school, are forced to drop out of school, or do not return to their home country after graduation or do not fully fulfill their responsibilities as scholarship recipients must reimburse the training costs according to current regulations.
The major you register for must be in line with the major you are studying at a university in Vietnam or a major that has won an international or national award and is on the list of majors accepted for training by Cuba. Applicants can only register for one major and cannot change their major or training institution after registering for admission and being accepted to study.
The language used during the study process is Spanish. Candidates who do not know Spanish will be arranged to study a year of preparatory Spanish in Cuba before entering the specialized course. After that, the candidate must pass the Spanish proficiency test, and at the same time, attend and pass the entrance exam for the specialized course (depending on the specific requirements of the training institution) to be officially accepted into the specialized course. If the candidate fails these exams, he/she will have to return to his/her home country and reimburse the entire training cost to the state or switch to self-funded study.
Regarding specific conditions, students graduating from high school in 2026, with academic results for all 3 years of high school achieving good or higher grades and having university admission results in 2026 when completing school procedures; first-year students of Vietnamese universities, academies, and colleges (full-time, concentrated system) with academic results for 3 years of high school achieving good or higher grades.
Candidates submit their application documents on the portal http://tuyensinh.vied.vn until March 31, 2026. At the same time, send 1 set of application documents by express mail to the Department of International Cooperation - Ministry of Education and Training before March 31, 2026 (based on the postmark ).
The Ministry of Education and Training will review the application documents of candidates with complete and valid documents according to regulations and based on the selection criteria to pre-screen candidates. The Ministry of Education and Training will send the list of pre-screened candidates for nomination to the Cuban side and notify the pre-screening results to the candidates via email in April 2026.
Candidates accepted by Cuban universities and granted study visas by the Cuban Government will be guided through the procedures for sending them to study in August 2026.
Cases accepted by Cuba that are not part of this scholarship program or part of this program but do not fully meet the selection regulations of the Ministry of Education and Training, and do not apply through the Ministry of Education and Training according to the issued admission notice will not be compensated with the scholarship regime of the Vietnamese Government.
