The Provincial People's Committee issued a Decision on decentralization of state management of tourist accommodation establishments in the province.

To strictly manage tourist accommodation establishments, create conditions to promote strengths and management responsibilities in the province and implement the policy of promoting decentralization and delegation of authority in management work. On July 20, 2023, the People's Committee of Ninh Binh province issued Decision No. 47/2023/QD-UBND on Decentralization of State management of tourist accommodation establishments in Ninh Binh province. This Decision takes effect from August 1, 2023. This Decision consists of 03 articles, applicable to the Department of Tourism, People's Committees of districts and cities; organizations, households and individuals related to the decentralization of State management of tourism. Accordingly, the decentralization of State management of tourist accommodation establishments is as follows:

For the Department of Tourism to manage all types of tourist accommodation establishments (except for tasks under the authority of the General Department of Tourism - now the Vietnam National Administration of Tourism), for the following types: Hotels; Tourist villas; Tourist apartments; Tourist accommodation ships.

For the District People's Committee managing tourist accommodation establishments for all types (except for tasks under the authority of the Department of Tourism as prescribed in Article 29 of Decree No. 168/2017/ND-CP dated December 31, 2017 of the Government detailing a number of articles of the Law on Tourism; Point e, Point g, Clause 13, Article 2, Article 3 of Circular No. 08/2021/TT-BVHTTDL dated September 8, 2021 of the Minister of Culture, Sports and Tourism ): Tourist motels; Houses with rooms for tourists to rent; Tourist camping sites; Other accommodation establishments

In addition to decentralization, the Provincial People's Committee also clearly defines the responsibilities of agencies and units.
