According to the proposal, the Ho Chi Minh City People's Committee proposed naming more than 50 roads in the following wards and communes: Saigon, Binh Thoi, Tan Thoi Hiep, Thoi An, Dong Hung Thuan, Ba Diem, Dong Thanh, Hoc Mon, Xuan Thoi Son. At the same time, it proposed adjusting the route of 7 roads in the wards of Tan Hung, Tan Thuan and An Phu Dong.

According to the Ho Chi Minh City People's Committee, the naming and adjustment of routes are carried out based on Decree No. 91/2005/ND-CP of the Government promulgating the Regulation on naming and renaming roads, streets and public works. This Decree clearly stipulates: "The People's Council of the province and centrally-run city has the authority to decide on naming and renaming roads, streets; large-scale public works of important significance".
The Ho Chi Minh City People's Committee has completed the procedures, including organizing to collect opinions from specialized agencies, Party organizations, government, Vietnam Fatherland Front, organizations, scientists and people. The Advisory Council for naming and renaming streets and public works in the city met on June 3, 2025, agreeing to propose a naming plan and adjusting the roadmap. The Ministry of Culture, Sports and Tourism also issued an official dispatch agreeing with the proposal to name streets in Ho Chi Minh City.
Previously, at many meetings with voters in Ho Chi Minh City, many voters expressed their opinions on the duplication of street names after operating the 2-level local government model.
