Applying civil status data to reduce administrative procedure records

On April 25, the Provincial People's Committee issued a plan to deploy the application of civil status data to reduce the number of administrative procedure (TTHC) records. The plan was issued based on the advice of the Department of Justice to implement Decision No. 06, dated January 6, 2022 of the Prime Minister approving the Project on developing the application of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030 (Project 06) and Directive No. 07, dated March 14, 2025 of the Prime Minister on promoting the implementation of Project 06.

Accordingly, agencies, units and localities must ensure infrastructure and technical conditions and complete the connection between the Provincial Administrative Procedures Information System with the Electronic Civil Status Database and the National Population Database to ensure data exploitation. At the same time, speed up the review and comparison of citizens' civil status registration data in the Electronic Civil Status Database with citizen data in the National Population Database, ensuring accuracy, consistency and synchronization; review and compile statistics on administrative procedures under their management that require submission and presentation of civil status papers to propose solutions to reduce civil status papers in the settlement of administrative procedures in the province; organize training on civil status data exploitation in the process of receiving and handling administrative procedures; monitor, urge and guide relevant agencies to effectively exploit digitized civil status data.

Agencies, units and localities continue to build, update and exploit the Electronic Civil Status Database according to regulations. In particular, focus on exploiting civil status data to resolve procedures for issuing copies of civil status extracts regardless of the place of residence or previous place of civil status registration nationwide and confirm civil status information according to authority; exploit civil status data on the marital status of individuals to serve the settlement of administrative procedures; exploit civil status data on the Provincial Administrative Procedures Information System through connection with the Electronic Civil Status Database, the National Population Database to serve the settlement of administrative procedures requiring the submission or presentation of civil status papers to reduce the process of receiving and resolving administrative procedures; exploit civil status data in coordinating the search and provision of civil status data information at the request of relevant agencies and units to serve the settlement of administrative procedures and administrative management according to regulations.

The Department of Justice is assigned to preside over monitoring, inspecting, and urging the implementation of the plan and provide guidance on handling difficulties and problems, or recommend guidance and removal of difficulties and problems arising beyond its authority.
