On July 18th, Mr. Nguyen Thanh Hien, Director of the Khanh Hoa Provincial Development Projects Management Board and the investor of the Dien Khanh ancient citadel restoration and renovation project, announced that the Department of Cultural Heritage (Ministry of Culture, Sports and Tourism) had issued a document agreeing to the design drawings for the restoration and renovation of the Dien Khanh ancient citadel in Dien Khanh district, Khanh Hoa province.

Accordingly, the Department of Cultural Heritage has approved the design drawings for the restoration and renovation of the Dien Khanh Ancient Citadel, comprising 12 items. Specifically, the restoration and reconstruction of the earthen rampart (completing the remaining sections to create a closed rampart, consisting of 6 segments on the Northeast, Southwest, Southeast, Northwest, near the South Gate, and near the North Gate); the construction of a paved road outside the inner boundary of the citadel; the construction of 3 parking lots; and the construction of 2 public restrooms (in small parks No. 1 and No. 3).

In addition, the project includes building a bridge across the moat at the North Gate; constructing five small parks at the corners of the citadel; renovating and beautifying the East, West, and South Gate bridges; renovating and constructing a water supply and drainage system for the moat and a wastewater collection system; constructing an electrical lighting system inside the citadel; dredging mud and soil, cleaning the moat bed and slopes, waterproofing the moat walls and bottom; constructing one pumping station; and renovating the greenery along one side of the inner citadel's protective boundary road.

The Department of Cultural Heritage also requested the Department of Culture and Sports of Khanh Hoa province to coordinate and guide the investor in establishing a Monument Evaluation Council in accordance with Circular No. 15/2019/TT-BVHTTDL dated December 31, 2019, of the Minister of Culture, Sports and Tourism, which details some regulations on the preservation, restoration, and rehabilitation of monuments in order to maximize the preservation of the original elements and historical value of the monument.

Regarding the beautification of the mounds in the small park, the grass planting areas on the mound slopes should not be flat and create a complete arc (to avoid causing conflicting opinions about the existing structure of the city corners), but rather should form slopes that follow the natural contour lines, with only localized leveling to respect the existing topography as much as possible…

The process of clearing the site in preparation for construction and the construction of project components must be supervised by specialized archaeological staff to promptly propose additional archaeological exploration, excavation, or the discovery and handling of archaeological artifacts (if any) in accordance with regulations.

The Department of Heritage also noted that relevant local authorities are responsible for compensation and land clearance plans for the project area in accordance with the law.

Over 166 billion VND spent on restoring the ancient citadel.

According to Mr. Nguyen Thanh Hien, the Dien Khanh Ancient Citadel was built in 1793, covering an area of ​​3.5 hectares, with a wall length of 2,600 meters and a wall height of 3.5 meters. This structure served as the political and administrative center of Khanh Hoa province from 1802 to 1945. In 1988, the ancient citadel was classified as a National Historical and Cultural Monument.

According to the decision approving the feasibility study report for the investment in the construction project to restore and renovate the Dien Khanh Ancient Citadel, there will be 12 items. Among them, many items will be restored and preserved in their original form, including: a 2,500-meter-long earthen wall, a wall peak more than 4 meters wide, and a 2.6-meter-wide brick-paved walkway...

The new constructions will include a 2,000-meter-long, 6-meter-wide road running along the base of the citadel, an arched bridge over the moat, small parks, and renovations to bridges at the citadel gates; dredging and cleaning of the moat bed and slopes, and waterproofing of the moat walls and bottom...

According to the aforementioned decision, to implement the project, the authorities will clear approximately 55,000 m2 of land belonging to the ancient citadel, over 39,000 m2 of land currently occupied by government agencies and organizations, and over 100,000 m2 of land currently used by households.

According to Mr. Nguyen Thanh Hien, the project's budget is over 166 billion VND. Of this, 70 billion VND is for construction costs, and over 67 billion VND is for compensation and land clearance. Since the beginning of 2024, the Board has published information related to this project for the public to be aware of. The Board plans to select a contractor in August, and construction is expected to begin in September 2024.
