Central Inspection Commission: Cases of not being summoned to attend the congress

(Dan Tri) - The Central Inspection Committee requires proactive detection of cases showing signs of violations of delegate qualifications and lists cases of those not summoned to attend the congress.
Instruction No. 08-HD/2024 of the Central Inspection Commission on inspection and supervision work serving party congresses at all levels towards the 14th National Party Congress was recently issued. The instruction requires the Party Committee or the Standing Committee of the Party Committee, the Party Committee Inspection Committee to convene a congress to focus on reviewing party disciplinary complaints related to the personnel of the new Party Committee, delegates attending the Party Congress at all levels, if such complaints are sent 25 working days before the opening date of the congress for the grassroots level and 30 working days for the grassroots level or higher (according to the postmark of the date of delivery or direct receipt). "If the party disciplinary complaint is submitted after the above deadline, it will be transferred to the Party Committee or the Standing Committee of the Party Committee, the Inspection Committee of the new term Party Committee for consideration and settlement according to its authority," stated Instruction 08. Detecting cases with signs of violations of delegate qualifications According to the above instructions, during the preparation for the congress, the inspection committee must proactively coordinate with the advisory and support agencies of the Party Committee at the same level to proactively detect and handle, and advise the Party Committee to promptly handle issues arising before the congress. Proactively detect cases with signs of violations of delegate qualifications or violations of the implementation of election principles and procedures for timely investigation, consideration, and conclusion. Instruction 08 requires synthesizing and reporting to the Party Committee convening the congress the following cases: - Delegates who are serving Party, administrative, or mass organization discipline, calculated from the effective date of the disciplinary decision to the opening date of the congress, not more than one year. - Delegates whose accusations have been resolved, concluded to have violated, and delegates whose accusations have not been resolved according to the provisions of this guideline. - Delegates whose accusations have been inspected by competent party organizations, concluded to have violated to the extent that disciplinary action is required, but no disciplinary decision has been made. For party members related to congress personnel who violate the law, inspection committees at all levels will proactively advise party committees to direct party organizations to strictly implement regulations on suspending party members from party activities, suspending committee activities of committee members according to the provisions of the Party Charter and party regulations. In case of being summoned to the congress but must submit to the congress for consideration and decision on the delegate's qualifications according to regulations. "In case it is necessary for a delegate to withdraw from the list of delegates attending the congress, the committee shall assign a representative of the committee to meet and suggest that the delegate submit a withdrawal application", according to the above instructions. If a delegate does not voluntarily withdraw, according to Instruction 08, a list must be prepared and reported to the qualification review committee for the congress to consider and decide (applicable only to delegates elected by lower-level congresses and delegates appointed to attend the congress of higher-level party committees), including: - Delegates suspended from one of the positions of the party, government, Fatherland Front, or socio- political organizations. - Delegates who are serving party, administrative, or mass organization disciplinary actions, calculated from the effective date of the disciplinary decision to the opening date of the congress, not exceeding one year. - Delegates who have been inspected by a competent party organization and concluded to have committed violations to the extent that disciplinary action must be taken, but no disciplinary decision has been made. The inspection committee shall preside over or coordinate with advisory and support agencies to advise the same-level party committee to develop a plan and conduct inspections and supervision of the preparation and organization of the congress of the lower-level party committee; summarize and report to the inspection committee of the higher-level party committee. Within 15 working days from the closing date of the congress, if there is a complaint about the election, the inspection committee of the immediate superior Party Committee is responsible for verifying, inspecting and reporting to the Party Committee of the same level for consideration and decision. "During the implementation process, if there are any difficulties or problems, the Party Committees, Party organizations and inspection committees at all levels must promptly report to the Central Inspection Committee," stated Instruction No. 08.
Do not let flatterers and lobbyists "slip into" the new Party Committee. In the above instructions, the Central Inspection Committee requires strengthening supervision, proactively grasping the situation of Party organizations, especially in places where there are signs of internal disunity, signs of violations, new complex issues arising, and pressing issues that society and the people are concerned about. The Party's inspection agency directs not to let "slip into" the new Party Committee those who show signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, group interests, and signs of degradation in political ideology, ethics, and lifestyle. Those who violate their responsibility to set an example, let themselves or their spouses and children lead unexemplary lives, and take advantage of their positions and power for illegal profits are also required not to "slip into" the Party Committee.
