
The conference also acknowledged the contributions of Committee members, National Assembly agencies and ministries and branches in coordinating the implementation of tasks.
Attending the conference were: Comrade Nguyen Thi Thanh, member of the Party Central Committee, Vice Chairwoman of the National Assembly; comrades of the Party Central Committee, leaders of the National Assembly, comrades of the National Assembly Standing Committee, representatives of the Standing Committee of the Nationalities Council and Committees of the National Assembly, representatives of leaders of central departments, ministries and branches.
Before the opening, the conference organized a fundraising event to support the people of the Central Highlands affected by floods. The amount of more than 126 million VND raised will be sent to the Vietnam Fatherland Front for timely distribution to the beneficiaries.

Achieving goals in challenging circumstances
In his opening speech, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that the Committee was established on the basis of merging the Committee for Culture, Education and the Committee for Social Affairs according to Resolution No. 178 of the National Assembly, marking an important innovation in the organization of the National Assembly, while also being consistent with the new apparatus structure of the entire political system. During the term, the Committee has promoted a sense of responsibility, solidarity and creativity, successfully completed the set goals and tasks, and recorded many outstanding and comprehensive results in all areas of work.
The summary report stated: The 15th National Assembly term took place in a context of many intertwined opportunities and challenges, especially the impact of the Covid-19 pandemic and the need for socio-economic recovery. The Committee for Culture and Society, established under Resolution 178 on the basis of merging two committees, has promoted its role as an important interdisciplinary professional body of the National Assembly.
Under the leadership of the Politburo, the Secretariat and the National Assembly Standing Committee, the Committee has synchronously deployed tasks according to the Resolution of the 13th National Congress, completed a large volume of work, and achieved many comprehensive results.

In the work of law-making, the Committee presided over the examination of 20 draft laws, 6 resolutions of the National Assembly, 1 ordinance and 6 resolutions of the National Assembly Standing Committee; and coordinated the examination of more than 260 reports.
Many new contents were institutionalized for the first time, such as: expanding health insurance benefits and issuing electronic cards; supplementing social pension benefits for the elderly without pensions; regulating the right to actively give birth to children of couples and individuals on the basis of equality; promoting administrative procedure reform, applying information technology and expanding the form of remote medical examination and treatment (Law on Medical Examination and Treatment 2023; Law on amending and supplementing the Law on Pharmacy and the Law on Social Insurance 2024). In particular, the Committee on Culture and Society advised on the issuance of Resolution No. 30/2021, an unprecedented initiative, creating a unified legal basis to mobilize the entire political system to participate in preventing and fighting the Covid-19 epidemic.
In the supervision work, the Advisory Committee deployed many major topics, organized 20 supervision delegations, 6 explanation sessions and many thematic surveys, focusing on issues of public concern such as: primary health care, preventive medicine, population policy, innovation of general education programs and textbooks, human resource development, prevention and control of violence against children, harmful effects of electronic cigarettes and heated tobacco products. Post-supervision urging activities were carried out closely, ensuring effectiveness.
The Committee also participated in examining 45 important national issues, organizing seminars, talks, and scientific forums, providing the basis for decisions such as: approving the National Target Program for Cultural Development for the 2025-2035 period; sustainable poverty reduction for the 2021-2025 period; drug prevention and control until 2030; recovering and developing tourism after Covid-19; making History a compulsory subject; supporting employees and employers from the Unemployment Insurance Fund; applying urgent measures to prevent the Covid-19 epidemic.
The Committee proactively carries out diverse foreign affairs activities, works directly with the World Health Organization (WHO), the United Nations Children's Fund (UNICEF), the United Nations Population Fund (UNFPA), etc., and at the same time successfully fulfills its role as the standing body of the Group of Women National Assembly Deputies, contributing to improving the effectiveness of integration and absorbing international legislative experience.
Many enthusiastic contributions
At the conference, former leaders of the Committee and ministries and branches highly appreciated the results of the term and made many recommendations.
Professor, Doctor of Science Dao Trong Thi said that the Committee has achieved its set goals, especially in the field of education with the development and approval of the Law on Teachers, universalization of preschool education, and exemption of tuition fees for all levels of education. He suggested that the Committee should carefully study the abolition of School Councils in educational institutions.
Associate Professor, Dr. Phan Thanh Binh commented that the merger of the two Committees (Culture-Education; Society) brings interdisciplinary advantages, contributing to improving the quality of operations, while emphasizing that the new term poses heavier tasks in the new context.
Dr. Bui Sy Loi assessed that the merger of the two Committees was the right move, contributing to overcoming overlaps and creating unity in policy making. He recommended continuing to focus on policy communication and resolving difficulties in implementing social policies, especially for severely disabled veterans.

Minister of Education and Training Nguyen Kim Son highly appreciated the initiative, responsibility and practical spirit of the working delegations of the Committee.
Delegate Ha Anh Phuong proposed strengthening foreign affairs activities and establishing a network of international experts in law-making work.
Key orientation for the new term

Concluding the conference, Vice Chairwoman of the National Assembly Nguyen Thi Thanh acknowledged and commended the important contributions of the Committee on Culture and Society in the past term. Despite the large workload and wide management area, the Committee still completed all tasks excellently, achieving many important results. In the work of law-making, the Committee has proactively advised and reviewed many high-quality draft laws and resolutions in the fields of culture, education, health, and social security; at the same time, it has innovated review methods, enhanced consultation and policy dialogue.
In the supervision work, the Committee has deployed many strategic topics, focusing on issues of concern to voters, making in-depth recommendations, contributing to changes in State management. The examination of major reports and programs has also been carried out with many sharp opinions, improving the quality of the National Assembly's decisions. Inter-agency coordination has been promoted, forming a scientific and synchronous working model, receiving high appreciation from delegates and voters.
Foreign affairs activities continue to be proactively implemented, contributing to expanding integration, absorbing international experience and enhancing the position of the Vietnamese National Assembly.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that in the coming term, the Committee needs to focus on five key areas: continuing to innovate thinking, improving the quality of law-making; strengthening focused thematic supervision; closely coordinating between agencies in policy-making; promoting the role of a bridge between the National Assembly and voters; and building a team with in-depth expertise to meet new requirements.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh expressed her belief that the Committee for Culture and Society will continue to promote its tradition, achieve many achievements and make practical contributions to the activities of the National Assembly in the 16th term.
