The trial operation of 6 new communes and wards is an important transitional stage. This is not only a technical stepping stone to get acquainted with the new model but also a practical opportunity for agencies, units and localities to proactively perfect their organizational structure. This is a test to assess the operational and coordination capacity of the new commune government departments, agencies and unions and to resolve any problems before officially going into operation on July 1, 2025.

The trial operation is connected online to 124 commune-level bridges across the new Lam Dong province.

The trial operation contents include: organization and operation of the Party bloc at the commune level; organization and operation of the People's Council at the commune level; organization and operation of the People's Committee at the commune level.

Specifically, regarding the organization and operation of the Party bloc at the commune level, the focus is on the pilot operation of contents related to the establishment of Party organizations; the announcement and handover of resolutions and decisions appointing key personnel at the commune level by competent authorities and activities to prepare and organize the first meeting of the new commune-level Party Executive Committee.

The Provincial Party Committee led the Provincial People's Committee to direct the successful completion of preparations for facilities, equipment, machinery, information and propaganda, software, and offices to ensure the implementation of tasks from the province to communes, wards, and special zones synchronously from July 1, 2025.

Nam Gia Nghia Ward has piloted the handling of administrative procedures for people and businesses at the ward's Public Administration Service Center.

For the Provincial Public Administration Center and the new communes, wards and special zones, it must be the place to experience most clearly the administrative capacity and effectiveness of serving the people of the grassroots government after the merger, ensuring smoothness, professionalism, friendliness and responsibility.

Provincial administrative centers need to coordinate in issuing documents guiding the regulations for receiving and returning results of records to commune-level public administrative service centers in accordance with local characteristics and population characteristics of the special economic zone. At the same time, organize training and improve skills in using software, handling complex administrative procedures, and technology for staff and civil servants to ensure connectivity and synchronization.

Regarding propaganda and awareness raising, the Secretary of Lam Dong Provincial Party Committee requested to strengthen propaganda and information work on new policies of the Central and local governments so that people and businesses can understand and agree; closely coordinate with press agencies to strengthen information and propaganda work.

Proactively lead the work of receiving people, handling complaints and denunciations, grasping the situation of the people, creating consensus and unity on the policy of arranging the apparatus and administrative units at all levels.
