The 112 information receiving system was established to create a unified and effective communication channel, helping authorities promptly grasp incidents nationwide.
This system is interconnected with existing emergency switchboards such as 113 (police), 114 (fire), 115 (emergency), the Vietnam Coastal Information Station system and other communication systems serving civil defense work.

The 112 switchboard will be located at the provincial military command, including the military commands of the provinces and centrally-run cities, the Hanoi Capital Command and the Ho Chi Minh City Command. This switchboard is responsible for receiving information from organizations, individuals, other emergency switchboards and the civil defense communication system.
The information received includes: name of the organization or individual providing the information; time and location of the incident; development of the incident; scope of impact and risk of spreading; request for support, rescue and other necessary data to serve the work of handling and overcoming consequences.
Immediately after receiving the information, the 112 switchboard operator is responsible for promptly reporting to the commander at the provincial military command. This agency will then notify the presiding agency according to the assigned field of handling, and at the same time report to the Civil Defense Command at the same level and the Office of the National Civil Defense Steering Committee via specialized phone numbers for timely direction.
The presiding agencies in their assigned professional fields will proactively coordinate with the standing forces and relevant units to deploy response measures. In case the situation exceeds the handling capacity, the presiding agency must report to the competent authority to mobilize support forces and means. If support from the Central Government is needed, the Provincial Civil Defense Command will promptly report to the National Civil Defense Steering Committee for support plans.
Information received within the scope of processing of switchboards 113, 114, 115 will be forwarded to the correct specialized system for processing according to regulations. The switchboard operator must ensure timely and correct processing of information. In case of delay or incorrect processing leading to serious consequences, it will be handled according to the provisions of law.
According to the provisions of the new Regulation, the Ministry of National Defense is the agency responsible for managing, organizing the exploitation and ensuring the operation of the 112 Switchboard system. This system is located at the Office of the National Civil Defense Steering Committee and at the Military Commands of provinces and cities across the country.
Telecommunications companies, information receiving and processing units are obliged to keep absolutely confidential call data, messages, multimedia information and personal data of callers. Storage is only carried out for the time necessary to process information and must fully comply with the provisions of the law on personal data protection.
The National Civil Defense Steering Committee is responsible for organizing 24/7 duty at the Steering Committee Office and Civil Defense Command Committees at all levels to receive and process emergency information. At the same time, directing the mobilization of specialized civil defense forces and part-time forces at relevant ministries and branches to respond quickly and effectively to incidents, natural disasters, catastrophes, and search and rescue as requested by localities.
In particular, according to the provisions of Decision No. 2023/QD-TTg, all calls to 112 will be free of charge. The Ministry of National Defense shall preside over and coordinate with the Ministry of Science and Technology , relevant ministries and branches, and People's Committees of centrally-run provinces and cities to deploy the construction of a unified 112 switchboard system nationwide.
The Ministry of Science and Technology will direct telecommunications businesses to ensure seamless connection to number 112 in all situations, including fixed-line and mobile voice services, text messages and multimedia communication methods.
The nationwide operation of Call Center 112 marks an important step forward in improving emergency response capacity, contributing to ensuring people's safety and security against possible incidents, natural disasters and catastrophes.
