Creating a foundation for effective two-level local government
In 2017, the Hanoi People's Committee issued the Code of Conduct (COC) for cadres, civil servants, public employees, and workers in city agencies and the COC in public places.
Since its promulgation, the city has clearly identified that cadres and party members must be exemplary in implementing the Code of Conduct, in order to form a culture that spreads to the community. Many agencies and units have had good ways of propagandizing and mobilizing, such as organizing competitions among civil servants; organizing competitions for good propagandists..., posting the Code of Conduct in a solemn and visible position, bringing behavioral culture into emulation movements, year-end reviews...
These activities contribute significantly to the formation of a service-oriented administration, or “smiling administration”, “friendly administration”.
Entering the digital age, many administrative procedures are carried out through public service portals. This poses both opportunities and challenges, especially when a large number of people are not familiar with handling administrative procedures online.

In particular, from July 1, 2025, Hanoi and the whole country will switch from a three-level to a two-level local government. Commune-level governments will receive many new functions and tasks. Along with that, public administrative service points will be organized in 100% of new communes and wards to meet the people's requirements for handling administrative procedures.
In the initial phase of implementing the two-level local government model, both officials and people still had certain confusions about implementing new procedures, especially the increasingly strong digitalization. Officials and civil servants had to work much harder, especially in guiding people to carry out administrative procedures. However, the persistent implementation of the QTUX in recent years has contributed to the smooth operation of the two-level local government.
From August 1, at any public administrative service point in Hanoi, people can enjoy many utilities such as: photocopying, printing documents; providing forms, declarations; legal advice; using digital libraries... To serve the digitalization, all people can use high-speed wifi. Many places also arrange snacks and drinks for people to use.

Coming to Branch No. 6 of the Hanoi City Public Administration Service Center in Gia Lam Commune, right from the entrance, people received support from officers and employees. Citizens who need to do any procedures will be guided to the doors for the most convenient and fastest service. For citizens who are not yet proficient in using digital devices, officers and employees enthusiastically guide people to declare and register procedures on applications and information portals.

On the basis of the behavioral culture that had been carefully prepared in the previous stage, when entering the new government apparatus, the implementation in Hoan Kiem ward was also very favorable. The Party Committee and government trained and thoroughly implemented the behavioral style with cadres of departments and offices that rarely had direct contact with the people.
Friendly behavior and “smiling administration” are easily seen in the operation of two-level government. This includes contributions from the implementation of the QTWU over the past years.
Helping people build a “digital life”
When seeing the officers of Cua Nam ward knocking on the door, especially the green uniform of the local police, Ms. Dang Kim Anh (No. 68 Tran Quoc Toan Street, Cua Nam Ward) felt a bit worried. But as soon as she entered the house, the officers smiled and greeted her and discussed supporting her in implementing the applications: VNeID, VssID, iHanoi... and guided her on how to perform some basic administrative procedures on the Public Service Portal...
Ms. Kim Anh excitedly said: “I was very surprised when the ward officials came to my house to guide me through administrative procedures. We are elderly people, and our access to technology is limited. But they were as caring and enthusiastic as family members, guiding me until I was proficient in using some applications. The elderly people in the neighborhood were also guided in the same way. We were very excited.”
The implementation of two-level local government and the promotion of comprehensive digital transformation are major policies and an inevitable requirement for development. However, a significant number of people have not kept up with the development of technology. Based on this reality, the Hanoi People's Committee issued Directive No. 11/CT-UBND dated July 24, 2025 to implement the Campaign "45 days and nights of support for digital transformation activities in communes and wards in the initial phase of operating the two-level local government model".

Immediately after that, the authorities of communes and wards in the city immediately started to implement. Cua Nam Ward is one of the pioneers. Vice Chairman of Cua Nam Ward People's Committee Trinh Ngoc Tram said that with the motto "Taking people as the center, taking service efficiency as the goal", the ward has established 28 Community Digital Transformation Teams in residential groups to directly guide people in using essential digital platforms such as VNeID, iHanoi, National Public Service Portal and Public Service Portal of the Ministry of Public Security . In addition, there are also "Mobile Digital Popularization" points to support people in filling out online records, installing applications, etc.
“Going to every alley, seeing every person” is the motto of Hoa Lac commune in implementing the 45-day and night campaign to support digital transformation activities with the goal of igniting a journey of digital learning - digital enlightenment - digital thinking transformation; so that every person from the countryside to schools, from officials to students, becomes the subject of digital transformation, no one is left out.
The campaign is not only aimed at raising awareness of officials and party members about digitalization, but also to help people use smartphones, look up information, submit documents online, make electronic payments, and protect themselves in the online environment.
Like Ms. Dang Kim Anh, the kindness and enthusiasm are what people clearly feel when being guided by officials and civil servants of wards and communes to build a digital life.
Digitalization to spread beauty in the community
Also since 2017, the city has implemented the Code of Conduct in Public Places. After eight years of implementation, there have been many positive changes in the way of behaving, especially in spaces such as: Religious and belief relics; libraries, theaters; parks, flower gardens... Even in spaces that seem difficult to change, such as traditional markets, the culture of behavior has also changed a lot.
Since 2024, the Hanoi Department of Culture and Sports has promoted the digitalization of propaganda work on implementing the Code of Conduct. The authorities have applied artificial intelligence (AI) to create podcasts to serve the propaganda work of codes of conduct on electronic newspapers and broadcast on electronic platforms (Tiktok, YouTube, Facebook, Instagram, radio, television, official information channels); thereby, helping to propagate quickly and promptly, increase the number of interactions with the Code of Conduct products, contributing to propagating to people the implementation of the Code of Conduct in the city.
In Ha Dong ward, along with propaganda through internal newsletters, conferences, competitions, training courses; posting of the Code of Conduct in public places, propaganda work on the Code of Conduct is creatively carried out through digital platforms. In particular, the online contest "Propaganda of the Code of Conduct for cadres, civil servants, public employees, and workers in agencies under Hanoi city" attracted tens of thousands of participants.
The integration of QTUX sets that can be accessed by scanning QR codes at agencies, units, tourist attractions, public places, relics... is widely deployed, people can conveniently monitor and implement. In Viet Hung ward, Zalo groups in residential areas always have the main content of joining hands to build and improve a clean and beautiful landscape environment.
Mr. Luong Nhat Duc (Hoa Lam street, Viet Hung ward) shared: "Activities calling on households to protect the environment, collect waste, and build a cultural lifestyle are all carried out online, to each family, so we find it very convenient."
In suburban areas, digital transformation is also promoted in building a cultural lifestyle. In Hoai Duc commune, villages and hamlets have built Zalo groups to promote the building of a cultural lifestyle, such as reminding families not to throw garbage in the right place or calling on everyone to work together to maintain hygiene, the environment, protect landscapes, relics, etc. Activities to build a cultural lifestyle are regularly updated on the fanpages of the Women's Union, Youth Union, etc.
Thanks to widespread propaganda on the radio system and social networking platforms such as Facebook, Zalo, etc., local people clearly understand the QTƯX; thereby demonstrating their supervisory role, promptly reflecting on the attitude of serving citizens of cadres, civil servants and public employees.
Creating a healthy digital environment
In cyberspace, besides positive information, information pages about science, technology, culture, history, life skills, etc. also have many “junk” and “toxic” information pages. Because some social networks allow anonymous mode, combined with the use of “law-circumvention” tricks, many users use uncultured language, etc. For young people, this is a big “danger” when young people are easily caught up in bad trends.
Building a digital life therefore requires creating a cultural environment. Along with the activities of the cultural sector, the vanguard force in this activity is the Youth Union at all levels. The Hanoi Youth Union organizes many activities on cyberspace such as: "Every day a good news, every week a beautiful story", "The Capital's youth behave civilly on cyberspace" and propaganda activities on the city's two Codes of Conduct, Directive 11-CT/TU dated October 3, 2012 of the Hanoi Party Committee (term XV) on "Continuing to implement a civilized lifestyle in weddings and engagements in the city"...
One of the prominent information channels in the activity of building a culture of behavior on the Internet is the Hanoi Youth Union fanpage on Facebook, which has attracted more than 2.2 million interactions through articles with beautiful images and positive information. Many positive trends on social networks were created by the Hanoi Youth Union and spread widely among young people such as: Photo trend "Autumn in Hanoi in my heart", "Color of the flag I love", message trend "I love Hanoi because..."... These trends show the love for Hanoi, and are widely participated by young people.
In addition, many creative ways on cyberspace have been effectively implemented by the Youth Union at all levels. A typical example is the project "Encoding red address data in the city to serve propaganda and education for union members and youth" at the address https:// diachidohanoi.vr360.com.vn/ which has had a great influence. The project encoded more than 300 works to help users interact, learn, and visit relics; thereby fostering love for the homeland and the capital.
The “Green Zone on Cyberspace” model with 579 community Facebook groups has attracted more than 1.3 million members. With many active activities in recent times, the youth of the capital are gradually asserting their role in building a healthy cyberspace with national cultural identity.

When the Capital and the whole country launched the Digital Literacy Movement, tens of thousands of youth union members participated in the movement. The Capital’s youth also included the task of propagating behavior in the digital environment, recognizing bad and harmful information; and actively participating in building elegant and civilized Hanoians in cyberspace.
Culture goes hand in hand with digitalization. Digitalization contributes to spreading the beauty of cultural behavior and preventing uncultured behavior and speech.
