During the patrol, at around 12 noon on October 19, the patrol force of Traffic Police Team No. 2 (Traffic Police Department of Ho Chi Minh City Police) discovered Mr. HPL (born in 1982, residing in Hamlet 2 Dong, Bau Lam Commune) driving a motorbike on Provincial Road 328, Bau Lam Commune, showing suspicious signs, so they asked him to stop the vehicle for inspection.

Complying and presenting all documents, however, when the authorities tested Mr. HPL's alcohol concentration, the index was recorded at a very "huge" level, up to 1,952 mg/l of breath.
Explaining to the traffic police, Mr. HPL said that he had previously drunk something that had an alcohol content. The traffic police asked him if he had drunk beer or wine. Mr. HPL said he had only… drunk soda?!

The authorities have drawn up a record of administrative violations of road traffic; temporarily detained the vehicle and documents in this case for handling according to regulations.
On October 20, the Traffic Police Department of Ho Chi Minh City Police informed that after 10 days of implementing a peak campaign to handle violations of alcohol and drug concentrations, the Traffic Police of Ho Chi Minh City handled and recorded more than 5,100 cases of alcohol concentration violations.

According to the representative of the Traffic Police Department of Ho Chi Minh City Police, the traffic order and safety situation in the city has been complicated recently, and violations of alcohol and drug levels have tended to increase. This is one of the direct causes of serious accidents.
Faced with the above situation, the Ho Chi Minh City Police Department directed the Traffic Police Department to launch a plan to mobilize forces to handle violations of alcohol and drug concentrations.
