Why has Cao Bang not been able to implement some industrial promotion contents?

Mr. Do Ngoc Linh - Deputy Director of the Department of Industry and Trade of Cao Bang said that because it is a mountainous province, the development conditions are difficult, the economic structure is very small. The beneficiaries of the support from the industrial promotion fund are mostly small-scale, micro-scale establishments, with scattered production, limited capacity and financial potential, causing difficulties in innovating and applying advanced machinery in production.

“ There are even establishments that have been supported but cannot implement the project, have to return the industrial promotion fund, affecting the implementation of the annual industrial promotion plan ,” said Mr. Linh.

In particular, Cao Bang has 2 contents in the industrial promotion program that have not yet been implemented, including: Joint ventures to cooperate in developing industrial clusters; international cooperation in industrial promotion.

Regarding the cause, the leader of the Department of Industry and Trade of Cao Bang explained that the awareness of local authorities is not deep enough, and the practical role of industrial promotion activities is not clearly seen. Therefore, the coordination and propaganda work with all levels and sectors is limited, and has not yet spread to the business community.

The province has not yet built an industrial promotion network, which is also part of the reason why propaganda work on industrial promotion as well as implementation of industrial promotion work still has many difficulties.

Lack of funding for implementing industrial promotion work is also a major difficulty for Cao Bang. Mr. Linh also said that in 2023, the province's industrial promotion work was mainly integrated with other contents without approved funding. In 2024, the Department of Industry and Trade submitted the Plan to the province but it was unlikely to be approved.

Besides the above difficulties, the leaders of the Department of Industry and Trade of Cao Bang also acknowledged that in recent years, industrial promotion work has been somewhat effective, positively impacting the development of rural industry in the province.

Cao Bang has issued many documents in the field of industrial promotion for organizations and rural industrial establishments in the area to implement, such as the Industrial Promotion Program for the period 2015-2020, the period 2020-2025.

Every year, the Department of Industry and Trade of Cao Bang advises the Provincial People's Committee to issue documents urging industrial promotion work in districts and cities to improve activities. The locality also has effective rural industrial models, contributing to the process of building new rural areas and developing industrial production.

In the period 2012-2022, the province has implemented industrial promotion with 99 projects, mobilizing more than 96 billion VND in counterpart funds from beneficiaries, of which national industrial promotion implemented 39 projects and local 60 projects.

The projects focus on the following contents: Vocational training, improving skills, improving capacity for rural industrial establishments, building technical demonstration models, applying modern advanced machinery and equipment to production, developing typical rural industrial products, etc.

" Industrial promotion activities have helped establishments invest more boldly, promote rural industrial production, reduce poverty, and increase the value of industrial production ," said Mr. Linh.

However, the existing problems are significantly affecting the effectiveness of local industrial promotion work. It is known that the Department of Industry and Trade of Cao Bang has identified a number of solutions to overcome these problems. In particular, proactively reviewing local industrial promotion policies to ensure that implementation activities are feasible and in accordance with the regulations and policies of the State on agriculture, farmers and rural areas.

Strengthening industrial promotion work from the grassroots level, assigning and decentralizing cadres on industrial promotion work. Directing the Economic Infrastructure/Economic Department of the districts to strengthen the survey work and implement industrial promotion projects. Strengthening information and propaganda work.

However, to facilitate the locality in implementing industrial promotion work, the leaders of the Cao Bang Department of Industry and Trade proposed that the local Department of Industry and Trade advise the Ministry of Industry and Trade to consider amending Decree No. 45/2012/ND-CP on Industrial Promotion. Because legal documents related to industrial promotion, enterprises, and rural industry have changed a lot, amending Decree 45 is necessary to conform to the institution, and at the same time make it easier for units to implement.

On the other hand, for mountainous provinces with many difficulties such as Cao Bang, it is recommended that the Ministry of Industry and Trade pay more attention to supporting industrial promotion funding to help the province develop industrial production activities in particular and socio-economy in general.
