On May 23, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong chaired a meeting with departments, branches, and environmental sanitation management units of the city to discuss solutions to remove difficulties in mechanisms and policies, and soon put into operation 100 modern environmental sanitation vehicles imported by Thien Y Environmental Energy Joint Stock Company (Thien Y Company).
Following the direction of the Chairman of the Hanoi People's Committee, Thien Y Company signed a contract to purchase 100 modern environmental sanitation vehicles, including models imported and used in Vietnam for the first time, such as multi-purpose dust suppression mist sprayers, also known as "fog cannons" capable of spraying mist with micron-sized mist particles, imported to Vietnam for the first time.
If applied and used, mist spraying and dust suppression vehicles with large capacity, higher spray range, appropriate volume and frequency will greatly reduce the amount of smoke and dust in the air on main streets and important streets in Hanoi.

By April, the shipments had arrived at the port and cleared customs. However, because these vehicles were manufactured to Euro VI emission standards - higher than the Euro V standards currently applied in Vietnam - the technical assessment, certification and testing process encountered some incompatibilities.
According to the unit representative, the company still faces some objective difficulties that affect the overall progress such as: The specialized vehicles of the project are new generation, modern models, appearing for the first time in Vietnam. Therefore, they need to go through a rigorous testing, evaluation and technical certification process, which takes longer than usual.
At the meeting, regarding the problems that have slowed down the progress of putting these specialized vehicles into operation, a representative of the Hanoi Traffic Police Department said that the unit had received a vehicle registration application from Thien Y Company, but due to lack of legal basis, it could not yet issue licenses for these vehicles to operate.
The representative of the Vietnam Register said that according to regulations, imported vehicles must comply with Vietnamese law and must be registered and inspected before being allowed to circulate.
Regarding the batch of specialized vehicles imported by Thien Y Company, on May 22, the Department of Registration sent officers to inspect the batch of 44 vehicles (out of 100 specialized vehicles) and found that some of the vehicle's technical specifications were not in accordance with the permitted national standards, such as the width of the vehicle's body exceeding the size by 14-19%... Other factors such as emissions, technical safety, environmental protection, the importing unit must provide sufficient records and certification papers from the manufacturer for Vietnamese agencies to use as a basis for comparison according to regulations.
At the meeting, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong said that the city has proactively implemented solutions to improve environmental quality, especially in the collection and transportation of waste and improving air quality. In the immediate future, the city will carry out environmental sanitation in four inner-city districts: Ba Dinh, Hoan Kiem, Hai Ba Trung and Dong Da.
Mr. Dong requested the Vietnam Register to report to the leaders of the Ministry of Construction to issue a document instructing them to soon put the imported vehicles of Thien Y Company into operation, reducing manual environmental sanitation work in the city...
