At the invitation of Polish Prime Minister Donald Tusk, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, paid an official visit to Poland from January 16 to 18.
On the morning of January 16, at the Prime Minister's Office, after the solemn official welcoming ceremony, Prime Minister Pham Minh Chinh had a meeting and talks with Polish Prime Minister Donald Tusk.
At the talks, Polish Prime Minister Donald Tusk warmly welcomed Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation, the first high-ranking international delegation to officially visit Poland in 2025, emphasizing that Prime Minister Pham Minh Chinh's visit is of great significance, opening the year of the 75th anniversary of the establishment of Vietnam - Poland diplomatic relations (1950 - 2025), creating new momentum to bring the friendship and multifaceted cooperation between the two countries into depth, substance and effectiveness.
Sharing special feelings and good impressions of his official visit to Vietnam in 2010, Prime Minister Donald Tusk affirmed that Vietnam has always been a close and long-standing friend of Poland and is currently one of Poland's leading important partners in the Southeast Asian region.
Thanking Prime Minister Donald Tusk and the Polish Government for the warm, respectful and thoughtful reception for the high-ranking delegation of the Vietnamese Government, Prime Minister Pham Minh Chinh respectfully sent greetings from General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to the high-ranking leaders of Poland.
Prime Minister Pham Minh Chinh highly appreciated Poland's important socio-economic achievements, becoming the 20th largest economy in the world and believed that Poland would continue to develop more strongly in the coming time; congratulated Poland on assuming the position of President of the European Union; and believed that during its term, Poland would make positive contributions to the comprehensive development of the Union.
The Prime Minister stressed that the Vietnamese people always remember the valuable support that Poland has given Vietnam in the past struggle for national liberation, as well as in the current cause of national construction and development.
Poland has trained thousands of engineers, doctors, and scientists in Vietnam in various fields; iconic Polish projects are still operating very well in Vietnam such as the Vietnam - Poland Friendship Hospital and the Vietnam - Poland High School; Poland is one of the first European countries to provide valuable support to Vietnam in terms of vaccines and medical equipment during the COVID-19 pandemic.
The Prime Minister affirmed that Vietnam always values and wishes to further strengthen the traditional friendship with Poland, Vietnam's leading partner in the Central Eastern Europe region.
Sharing the situation of each country, the two leaders had an in-depth discussion on major orientations and specific measures and agreed to consider soon upgrading the bilateral relationship to a strategic level.
In that spirit, Prime Minister Pham Minh Chinh proposed to Prime Minister Donald Tusk 6 major groups of measures, including:
Firstly , strengthen political trust, aiming to elevate the bilateral relationship to a Strategic Partnership in the coming time, continue to increase contacts and exchanges of delegations at all levels, especially high-level, on all channels of the Party, State, Government, National Assembly and people-to-people exchanges.
Second, further improve efficiency, make economic cooperation an important pillar of bilateral relations; strive to soon bring two-way trade turnover to 5 billion USD, strengthen connectivity between the two economies including soft and hard connectivity.
Third, strengthen security-defense cooperation, prevent transnational crimes, and cyber security.
Fourth, promote education and training through effectively implementing the Cooperation Agreement in the field of higher education signed during the visit; promote labor cooperation, a potential field of cooperation between the two countries, especially human resource training related to digital transformation, green transformation, circular economy, and chip manufacturing.
Fifth, strengthen people-to-people exchanges and coordinate activities to celebrate the 75th anniversary of diplomatic relations between the two countries in 2025. On this occasion, the Prime Minister announced that Vietnam has decided to exempt visas for Polish citizens in 2025.
Sixth, strengthen coordination and mutual support at regional and international forums such as the United Nations and the ASEAN-EU framework; affirm readiness to become a bridge between ASEAN and Poland.
Prime Minister Donald Tusk agreed that the two sides should consider upgrading their relationship to a strategic level soon based on high political trust and the good achievements of the traditional Vietnam-Poland friendship with a history of 75 years; assessed Vietnam as one of Poland's most potential markets in the Asia-Pacific region, with more and more Polish enterprises interested in expanding their investment and business in Vietnam.
Sharing the proposal of Prime Minister Pham Minh Chinh, Prime Minister Donald Tusk affirmed that Poland will soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA), and support the European Commission (EC) to soon remove the "yellow card" for Vietnam's seafood exports to the EU market.
The two sides agreed to continue effectively implementing cooperation frameworks and agreements signed between the two countries; promote cooperation in the fields of defense - security, trade - investment, science - technology, transportation, railway connection, pharmaceuticals, education - training, culture - tourism and people-to-people exchange, and expand cooperation to potential fields such as renewable energy, digital transformation, information technology, labor, agriculture, etc.
The two sides agreed to support and act as gateways for each other's goods to enter the ASEAN and EU markets.
Prime Minister Pham Minh Chinh thanked and requested the Polish Government to continue facilitating the Vietnamese community in Poland to integrate more deeply into the host society, making positive contributions to the development of Poland as well as the traditional friendship between the two countries, including early recognition of the Community as a Polish ethnic minority.
The two Prime Ministers affirmed to continue to closely coordinate and support each other at multilateral forums and international organizations, contributing to ensuring peace, security, cooperation and development in the region and the world.
Discussing regional and international issues of mutual concern, including the East Sea issue, Prime Minister Pham Minh Chinh asked Poland to support ASEAN's central stance on the East Sea issue.
Accordingly, disputes and conflicts in the world need to be resolved by peaceful means, on the basis of the fundamental principles of the United Nations Charter and international law, especially UNCLOS 1982, contributing to maintaining peace, stability, security, safety, freedom of navigation and aviation in the regions and in the world, for global cooperation and common prosperity.
Prime Minister Pham Minh Chinh respectfully invited Prime Minister Donald Tusk to soon visit Vietnam. Prime Minister Donald Tusk happily accepted the invitation.
On this occasion, Prime Minister Pham Minh Chinh and Prime Minister Donald Tusk witnessed the signing of a number of cooperation documents between the two countries in the fields of diplomacy and labor.
Immediately after the talks, Prime Minister Pham Minh Chinh and Prime Minister Donald Tusk held a joint press conference to inform the results of the talks. In front of officials and the press of both countries, the two Prime Ministers happily announced that the two sides had a very friendly, open and successful meeting, setting out directions to promote cooperation towards upgrading the relationship between the two countries to a new level.
Polish Prime Minister Donald Tusk said that his meeting with Prime Minister Pham Minh Chinh was a valuable experience; the two sides understood, shared and had sincere feelings for each other, determined to exploit common points, and promote cooperation between the two countries to new heights.
Prime Minister Donald Tusk was pleased to learn that Vietnamese and Polish literature and poetry are mentioned with deep affection in the students' curriculum.
Prime Minister Pham Minh Chinh affirmed that despite the changes in the world, the feelings between the two countries and their peoples have not changed but have developed more comprehensively, deeply and effectively; in difficult and complicated conditions with many negative impacts, the two countries have found the best way to come together, on the basis of good traditional relations; believing that the Vietnam - Poland relationship will forever be green and forever sustainable.
