The Central Executive Committee of the Communist Party of Vietnam , the National Assembly, the President, the Government, and the Central Committee of the Vietnam Fatherland Front announced: Mr. Khamtay Siphandone, born on February 8, 1924, former Chairman of the Lao People's Revolutionary Party, former President, former Prime Minister, former Deputy Prime Minister, and former Minister of National Defense of Laos, passed away at 10:30 a.m. on April 2, at the age of 101.

Mr. Khamtay Siphandone was one of the pioneering leaders in the cause of building the revolutionary path of Laos. He and other predecessors organized and led the revolutionary movement and achieved consecutive victories, bringing the Lao revolution to a day of total victory, gradually bringing Laos steadily towards the goal of socialism.

He is an extremely close and intimate friend of the Party, State and people of Vietnam, always paying attention and making great contributions to building, consolidating and developing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos over the past time.

The passing of Mr. Khamtay Siphandone is a huge loss to Laos and the Vietnam - Laos relationship.

To express condolences and stem from the special relationship between Vietnam and Laos, the Central Committee of the Communist Party of Vietnam, the National Assembly , the President, the Government and the Central Committee of the Vietnam Fatherland Front decided to mourn Mr. Khamtay Siphandone according to the National Mourning protocol for 2 days, from April 4-5.

During this time, agencies and offices nationwide and Vietnamese representative agencies abroad must fly flags at half-mast and wear mourning bands as prescribed; no public entertainment activities are organized.

On April 3, Prime Minister Pham Minh Chinh sent a telegram to Lao Prime Minister Sonexay Siphandone expressing condolences on the passing of the Prime Minister's father, Mr. Khamtay Siphandone.

On the same day, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son also sent condolences to Lao Foreign Minister Thongsavanh Phomvihane and Acting Head of the Lao People's Revolutionary Party Central Committee's Foreign Affairs Commission Bounleua Phandanouvong.
