Artificial intelligence could become a new engine of growth

Instead of a steady recovery from the severe crisis of 2020-2021, the report shows that current progress is much weaker than expected. Excluding the two years of crisis, the global growth in human development projected in this year’s report is the lowest since 1990.

However, Vietnam's HDI in 2023 reached 0.766, ranking Vietnam in the group of countries with high human development, ranking 93rd out of 193 countries and territories.

In addition to the worrying level of global stagnation, the report also shows that inequality between rich and poor countries is growing. As traditional growth pathways are narrowed by global pressures, the world needs to take decisive action to avoid prolonged stagnation.

“For decades, we have been on the cusp of achieving a world with very high human development by 2030. But the current slowdown is putting that progress at serious risk,” said Achim Steiner, Administrator of the United Nations Development Programme.

“If slow progress by 2024 becomes the ‘new normal’, the 2030 milestone could be delayed by decades, leaving the world less safe, more divided and more vulnerable to economic and environmental shocks,” said Achim Steiner.

The report also found that inequality between low and very high HDI countries continued to increase for the fourth consecutive year, reversing a long-standing trend of narrowing the gap between rich and poor countries.

In low HDI countries, development challenges are increasingly severe, due to rising trade tensions, deepening debt crises and jobless industrialization.

In the midst of global uncertainty, we need to quickly find new paths for development, says Achim Steiner. Especially as AI continues to rapidly advance in many areas of life, we need to consider the potential for development that this technology brings. New capabilities are emerging almost every day. “While AI is not a panacea, the choices we make can reignite human development and open up new paths and opportunities,” says Steiner.

Human-Centered AI Development

The report also released new survey results, showing that people around the world have a realistic but hopeful view of the change that AI can bring.

Half of respondents believe their jobs could be automated. However, 60% expect AI to have a positive impact on employment, opening up opportunities for jobs that don’t exist today.

Only 13% of respondents were concerned that AI could lead to job losses. In contrast, in low- and middle-HDI countries, 70% of respondents said AI would help them increase productivity, and two-thirds expected to use AI in education, health care, or work within the next year.

The report highlights three key areas for action: Building an economy where humans collaborate with AI rather than compete; Ensuring humans take an active role in the entire AI lifecycle, from design to deployment; Modernizing education and healthcare systems to meet the demands of the 21st century.

The report calls for a human-centered approach to AI development that could fundamentally reshape the way we approach development. Survey results show that people around the world are ready for this “redesign.”

The democratization of AI is happening. About one in five survey respondents said they have used AI.

In countries with lower HDI, two-thirds of people expect to use AI in education, health care or work within the next year. This makes it more urgent than ever to close the gap in access to electricity and internet so that no one is left behind.

However, accessibility alone is not enough, the real gap will depend on whether AI effectively supports and complements human work.

The choices we make in the years ahead will shape the legacy of this technological transformation for human development,” said Pedro Conceicão, Director of the UNDP Human Development Report Office. “With the right policies and a focus on people, AI can become a bridge to new knowledge, skills and ideas, empowering everyone from farmers to small business owners.”
