The conference was connected online to the headquarters of the People's Committees of provinces and centrally-run cities and Vietnamese representative agencies abroad.
Also attending the conference at the Government headquarters were Deputy Prime Minister Tran Luu Quang, Minister of Foreign Affairs Bui Thanh Son, Minister of Industry and Trade Nguyen Hong Dien, Minister of Agriculture and Rural Development Le Minh Hoan, Minister of Science and Technology Huynh Thanh Dat, and Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh.
Also attending the conference at the Government headquarters and other connecting points were leaders of ministries, branches, central agencies, leaders of provinces and cities, 94 ambassadors, heads of representative agencies and commercial counselors abroad, and representatives of business associations.
Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh said that this Conference was held nearly two months after the Conference on the deployment of the work of the Foreign Affairs sector, in the context of the changed situation. The Government promptly issued an Action Program based on Directive 15 of the Secretariat and developments in the domestic and international situation, urgently implementing Directive 15 in the spirit of "first support, second support, one call, all respond, top and bottom unanimity, smooth communication" as directed by General Secretary Nguyen Phu Trong.
The Prime Minister assessed that in the recent past, with a spirit of urgent, proactive and drastic work, the diplomatic sector and ministries, branches and localities have promptly implemented foreign affairs tasks in general and economic diplomacy in particular, contributing to the country's rapid recovery and sustainable development, achieving quite comprehensive results in all fields.
The Prime Minister reiterated that Vietnam consistently pursues an independent, self-reliant foreign policy, diversifying and multilateralizing foreign relations; being a good friend, a reliable partner, an active and responsible member of the international community; for peace, stability, cooperation and development.
Vietnam is determined to build an independent and self-reliant economy associated with active, proactive, and active international integration, comprehensively, substantially, and effectively; taking internal resources (with three main elements: people, nature, and historical-cultural traditions) as fundamental, strategic, decisive, and long-term, and external resources as important and breakthrough. Vietnam is continuing to build and perfect a market economy, a socialist-oriented socialist state, a socialist rule-of-law state, and a socialist democracy, with a consistent viewpoint of taking people as the center, the subject, the goal, the driving force, and the resource for development, without sacrificing progress, fairness, and social security to pursue mere economic growth.
The Prime Minister emphasized: The Conference is very important to thoroughly grasp and implement the Secretariat's Directive and the Government's Action Program on economic diplomacy. This is a broad field, intertwined with many socio-economic aspects; while the Conference's time is not much.
Therefore, Prime Minister Pham Minh Chinh requested the delegates attending the Conference to promote their intelligence, discuss, closely evaluate and propose specific and practical solutions and tasks to resolutely and effectively implement economic diplomacy in 2023 and the following years. The Prime Minister requested the delegates to deeply assess the situation, identify opportunities and challenges, especially opportunities that Vietnam needs to seize and exploit, propose measures, share experiences and methods... to concretize and effectively implement the Government's Action Program.
The Prime Minister emphasized the important role of diplomats, ambassadors, heads of representative agencies and commercial counselors abroad in implementing the Party's foreign policy, including economic diplomacy, in the context of the world situation continuing to change rapidly, complicatedly and unpredictably. Vietnam is a developing country, with a transitional economy, modest economic scale, large openness, limited resilience and competitiveness, and a small external impact can have a major impact internally.
Prime Minister Pham Minh Chinh suggested that it is necessary to continue promoting the identity of "bamboo diplomacy" under the direction of General Secretary Nguyen Phu Trong , closely following and thoroughly grasping the guidelines, policies and laws of the Party and State, maintaining courage and principles but being proactive, flexible and agile. In the context of limited time and resources, a lot of work, high requirements, careful thinking, high determination, great efforts, drastic and effective actions, doing things thoroughly, "saying must be done, committing must be done, doing, doing must be done effectively", contributing to promoting the three growth drivers (investment, export and consumption), diversifying markets, products, supply chains, etc.
Presenting a report on the focus of economic diplomacy in 2023, Minister of Foreign Affairs Bui Thanh Son affirmed that economic diplomacy in 2022 closely followed the Government's key management focuses and the Prime Minister's instructions, promptly shifting the focus from diplomacy serving disease prevention and control to socio-economic recovery and development.
Promoting the achieved results, Minister Bui Thanh Son outlined 6 focuses for economic diplomacy in 2023, including: Continuing to promote the implementation and concretization of the Government's Action Program; identifying economic cooperation as the focus of senior leaders' activities; promoting support for exports, investment, tourism, labor, science and technology... with the spirit of taking people, localities and businesses as the center of service; continuing to proactively and actively integrate and link internationally; focusing on strengthening research, consulting and strong innovation, promoting creativity, improving efficiency to create substantial changes in the implementation of economic diplomacy.
At the conference, ministers, leaders of ministries, ambassadors, heads of Vietnamese representative agencies abroad, together with leaders of localities and enterprises, had in-depth discussions and contributed many ideas and solutions to effectively implement the Government's Action Program on economic diplomacy in 2023.
In his concluding remarks at the conference, the Prime Minister acknowledged and basically agreed with the central report and the enthusiastic, responsible, and profound opinions of the delegates at the conference for the goal of building a strong, prosperous country and happy, well-off people.
Prime Minister Pham Minh Chinh emphasized that since the beginning of his term, in the context of many difficulties and challenges in the world, foreign affairs and international integration have been carried out in the right direction, comprehensively, extensively, effectively and substantially, which is a bright spot in the overall success of the whole country.
Along with analyzing the situation, opportunities, advantages, difficulties, and challenges in 2023 and the coming time, Prime Minister Pham Minh Chinh emphasized that the implementation of economic diplomacy must be associated with the annual socio-economic development plan, the 5-year Plan 2021 - 2025, the 10-year Strategy 2021-2030, the Resolution of the 13th National Party Congress and other Resolutions, programs, and projects of the Party, National Assembly, and Government.
The Head of the Government requested the Foreign Affairs sector and ministries, branches, localities and enterprises to take advantage of and promote the country's new position and strength to the fullest; proactively and actively create a favorable situation for the country's peaceful, secure and developing environment; well organize foreign affairs programs of senior leaders and foreign affairs activities at all levels, make economic content a focus of foreign affairs activities and actively follow, urge and implement agreements and cooperation contents between Vietnam and partners; organize and promote economic diplomacy activities with focus and key points, based on distinct potentials, outstanding opportunities and competitive advantages; uphold principles, steadfastly pursue goals, closely follow practical developments; synchronously implement solutions to promote the diversification of markets, products and supply chains to boost exports, expand markets, and maximize export potential of industries and fields in which Vietnam has advantages and the world has demand.
According to the Prime Minister, it is necessary to promote economic diplomacy activities to attract high-quality investment from multinational corporations, take advantage of the shifting trend and enhance Vietnam's position in the global supply chain; proactively attract selective foreign investment on the basis of ensuring sustainable development factors, prioritizing new industries, fields, high technology, innovation, projects with high added value, serving infrastructure development, digital transformation, green growth; continue to promote foreign economic sectors, especially international tourism, labor export; take advantage of every opportunity to attract external resources for green transformation and sustainable development.
The Head of Government suggested continuing to focus on and further improving the quality of research, forecasting, and strategic consulting work; studying in depth the experiences of other countries in economic and social recovery and development, taking advantage of new trends in the world economy and the scientific and technological revolution; concretizing the policy of building an economic diplomacy serving development, taking people, localities, and businesses as the center of service, making economic diplomacy truly a strong driving force for the country's rapid and sustainable development.
The Prime Minister also requested ministries, branches and localities to improve the effectiveness of inter-sectoral coordination in implementing economic diplomacy, especially strengthening the connection between the pillars of party foreign affairs, state diplomacy and people's diplomacy; between central and local foreign affairs agencies; between agencies, localities and enterprises; domestic and Vietnamese representative agencies abroad; between economic diplomacy and cultural diplomacy, national defense and security; continue to improve the quality of human resources to serve development, including serving economic exchange...
For Vietnamese representative agencies abroad, the Prime Minister directed to continue to effectively implement foreign affairs with a focus on economic diplomacy; concentrate on conveying the message and image of Vietnam. In particular, affirming that Vietnam is a peace-loving nation with a heroic history; a long-standing, rich and diverse culture; the Vietnamese people are industrious, brave, creative, friendly and hospitable.
Vietnam is continuing to build and perfect a socialist-oriented market economy; a socialist rule-of-law state; and socialist democracy. The consistent viewpoint is to take people as the center, the subject, the goal, the driving force, and the resource for development; to maximize the intelligence, talent, qualities, and ethics of Vietnamese people; not to sacrifice progress, social justice, social security, and the environment in exchange for mere economic growth. For Vietnam, the more difficult the situation, the more united; the more pressure, the more effort.
The representative agencies make international friends aware of Vietnam's foreign policy of independence, self-reliance, diversification, multilateralization, being a good friend, a reliable partner and a responsible member of the international community; determined to build an independent, self-reliant economy and actively integrate deeply, practically and effectively into the international community; and immediately implement three strategic breakthroughs including: infrastructure, institutions and human resource training.
Along with that, Vietnam is determined to firmly protect independence, sovereignty, unity, territorial integrity, political stability, ensure social order and safety, security, safety and security of the people; continue to promote Party building, political system building, prevent and combat corruption, negativity and waste, and at the same time commit to maintaining the most stable and favorable business environment for investors, in which, maintaining political - social and macroeconomic stability.
