Since becoming an official member of the IPU, delegates and experts believe that Vietnam has always been an active, creative and trustworthy member of the IPU, which is clearly demonstrated through the outstanding events that Vietnam has contributed to, especially when successfully hosting the 132nd IPU General Assembly, the 26th APPF Conference, the 41st AIPA General Assembly and the upcoming 9th Global Conference of Young Parliamentarians in September 2023.

As the center of parliamentary diplomacy activities around the world for peace and cooperation among nations, the IPU has been playing an increasingly important role in promoting the role of inter-parliamentary cooperation mechanisms and, together with the United Nations, discussing solutions to innovate organizations, cooperation activities, and agendas to strengthen solidarity and contribute to maintaining peace, stability and sustainable development of each country.

Vietnam has been an official member of the IPU since 1979. Over the past 40 years, Vietnam has always been an active and responsible member, proposing many initiatives and making substantial contributions to the activities of the IPU; ready to work with the IPU and the Parliaments of member countries to implement the resolutions and initiatives of the IPU to contribute to building peace and sustainable development for the benefit of people around the world .

Reporter: Looking back at the successes of hosting the 132nd IPU General Assembly (2015), the 26th APPF Conference (2018), and the 41st AIPA General Assembly (2020), how has Vietnam's role as a member of the IPU been demonstrated, sir?

Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee for Culture and Education : During more than 40 years of participating in the IPU, Vietnam's role as a member and active participation in the IPU has been clearly demonstrated through its remarkable successes in hosting important events of this organization such as the 132nd IPU General Assembly (2015), the 26th APPF Conference (2018), the 41st AIPA General Assembly (2020). Especially the upcoming 9th Global Young Parliamentarians' Conference.

During the 132nd IPU General Assembly in 2015, Vietnam was highly appreciated for its successful and professional organization of the event. The results were beyond expectations, from attracting the participation of nearly 1,600 international delegates, to forming many discussions and reaching consensus on many important issues in the fields of politics, economics and society.

The 26th APPF Conference held in 2018 was also a great success in Vietnam's role in the IPU. Vietnam proactively built a rich and diverse program, attracting the participation of representatives of APPF member countries, especially those with important roles in the region and the world. The conference created conditions for member countries to share their views and experiences, thereby enhancing cooperation and consensus on international issues.

The 41st General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) with the theme "Parliamentary Diplomacy for a Cohesive and Responsive ASEAN Community" hosted by Vietnam was also a great success and achieved many results. The success of the 41st General Assembly of AIPA has contributed to affirming the capacity and enhancing the position of the Vietnamese National Assembly in the international arena. The topics discussed at the General Assembly were assessed as very appropriate; the contents of the exchanges were rich and close to the practical situation; especially on measures to cope with the Covid-19 pandemic and restore the economy after the pandemic; the importance of strengthening peace, security and cooperation in the region.

From these successes, it can be seen that Vietnam has actively contributed and promoted its role in the IPU. Vietnam is not only an active member, but also a reliable partner and brings many good ideas and solutions to build and contribute to the development of this organization.

Thus, in my observation, we have had significant successes in hosting important IPU events. Vietnam has organized the events successfully and professionally, attracting the participation of international delegates and reaching consensus on many important issues.

Reality has shown that since joining the IPU, Vietnam has always been an active, trustworthy, responsible member, proactively proposing many initiatives and making substantial contributions to the activities of the IPU; ready to work with the IPU and the Parliaments of member countries to implement the IPU's resolutions and initiatives to contribute to building peace and sustainable development for the benefit of people around the world.

Many important events hosted by Vietnam have received high appreciation from IPU leaders and member countries, such as: Successfully organizing the 132nd IPU Assembly in April 2015, with the IPU adopting the Hanoi Declaration, making an important contribution to the process of building the 2030 Agenda for Sustainable Development... With important contributions to the activities of the IPU, I believe that Vietnam is an exemplary member of the IPU; the Vietnam - IPU relationship is a model in inter-parliamentary cooperation.

The APPF-26 Conference held in 2018 is also a great success of Vietnam's role in the IPU.

Following the success of the 132nd Inter-Parliamentary Union Assembly (IPU-132), the Vietnamese National Assembly was entrusted by APPF and member parliaments to assume the role of APPF Chair and host the 26th Annual Conference of APPF, demonstrating the growing role and prestige of the Vietnamese National Assembly in regional and international parliamentary diplomacy activities, contributing to further strengthening bilateral diplomatic relations between the Vietnamese National Assembly and the National Assemblies of other countries; strongly conveying the message and image of an innovative, dynamic, active and responsible National Assembly to international friends. The success of the APPF-26 Conference has become an important highlight in the foreign affairs of the National Assembly, contributing to the overall success of the country's diplomatic activities; at the same time demonstrating the role and responsibility of the Vietnamese National Assembly in APPF.

The 41st General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) hosted by Vietnam in 2020 was a great success and achieved many results, contributing to affirming the capacity and enhancing the position of the Vietnamese National Assembly in the international arena.

As the Chair of the 41st AIPA General Assembly, the Vietnamese National Assembly has also promoted its leading role in AIPA, creating high support and consensus with member parliaments and AIPA Observer Parliaments on issues of common concern to ASEAN. The success of the 41st AIPA General Assembly has contributed to affirming the capacity and enhancing the position of the Vietnamese National Assembly in the international arena.

I believe that following the successful hosting of the 132nd IPU General Assembly, the 26th APPF Meeting and the 41st AIPA General Assembly, the hosting of the 9th Global Young Parliamentarians' Conference will contribute to further affirming and promoting Vietnam's active, creative, responsible and proactive role in the IPU - the world's largest inter-parliamentary organization.

Reporter: Observing Vietnam's performance in previous hosting events, in your opinion, what successes has Vietnam had and what experience do we have for this hosting? What are your expectations?

Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education : The successes of hosting previous events have brought Vietnam valuable experiences. We have realized the importance of building practical, rich, diverse and attractive programs to attract the attention and participation of member countries. In addition, we have also focused on ensuring the rights and interests of the organization and participating countries. Vietnam has proactively cooperated with members to discuss and reach consensus on important issues.

For this 9th Global Meeting of Young Parliamentarians, I hope that Vietnam will continue to achieve the same success as the previous times. We must persevere with the motto of focusing on building a suitable, international program and attracting the participation of member countries, linked to national and ethnic interests. At the same time, we also need to ensure the rights and interests of participating countries, to facilitate discussions and reach consensus on important issues.

I also hope that we will use the experience and success of previous hostings to improve the quality of the organization and bring about positive results. Vietnam can continue to play an active role and contribute to the development of the IPU, from providing ideas and constructive solutions to promoting cooperation and consensus on international issues.

Dr. Pham Xuan Hung, Researcher at Konkuk University (Korea): In addition to the points that Associate Professor Dr. Bui Hoai Son mentioned, I think that, based on the available experiences from previous hostings as well as the current context in Vietnam, the organization of the 9th Global Conference of Young Parliamentarians needs to ensure the elements of friendship, respect, thoughtfulness, safety, economy and efficiency, especially in terms of preparation, organization, reception, ceremony, logistics and security.

In particular, regarding information and propaganda work for the Conference, I think it is also necessary to pay attention to timely and complete information and widely propagate the Conference according to the practice of international conferences held in Vietnam; taking into account that this is a large-scale international conference on youth that Vietnam is organizing, especially in the context that Vietnam is assuming the role of a member of the United Nations Human Rights Council for the 2023-2025 term.
