Vietnam - Russia cooperate in investigation and exploration of marine minerals

On December 3, Deputy Minister of Natural Resources and Environment Tran Quy Kien received and worked with a delegation from the Russian Federation on cooperation in research and investigation of marine mineral geology.


The Russian delegation included representatives of FESCO Transport Company, All-Russian Research Institute of Geology and Mineral Resources of the World Ocean (VNIIOkeangeologia) and Marion Group.

Speaking at the meeting, Mr. Vitalievich Shumskiy, Director of the All-Russian Institute of Geology and Mineral Resources of the World Ocean, said that Russia is trying to ensure the requirements and procedures for the offshore mineral exploration and investigation cooperation project with Vietnam to be approved and put into operation.

Specifically, the All-Russian Research Institute of Geology and Mineral Resources is an organization that specializes in studying seabed minerals and conducting geological exploration. Therefore, the Institute is establishing a team of experts to support Vietnam and is ready to go to the field for surveys.

Also joining the delegation was Mr. Dmitry Melikhov, General Director of Marion Group - a group specializing in performing work in the mineral industry. Following Mr. Vitalievich Shumskiy, Mr. Dmitry Melikhov said that Marion Group was established 32 years ago on the basis of the Saint Petersburg Mining Institute. Accordingly, the group has inherited a lot of experience and research from the Soviet era and developed to the present time.

With his experience, expertise and knowledge in the field of minerals, especially offshore mineral investigation and exploration, Mr. Dmitry Melikhov wishes to cooperate, share experiences and support Vietnam in this activity.

Acknowledging the sharing from the Russian Federation, Deputy Minister Tran Quy Kien highly appreciated the cooperation between Russia and Vietnam in the field of minerals.

Expressing his desire to cooperate with Russia, Mr. Mai The Toan, Deputy Director of the Vietnam Minerals Department, also acknowledged the cooperation between Vietnam and the Russian Federation in the field of minerals and wanted to learn from Russia's experience in: Approaches to planning for seabed mineral exploration and exploitation; Strategic environmental assessment tools in planning towards sustainable development; Principles for controlling seabed mineral exploration and exploitation activities and the Seabed Mineral Exploitation Control System.

In addition, the Vietnam Geological Survey and the Vietnam Minerals Department hope that Russia will support training and improve the experience and capacity of Vietnamese officials.

In response to Vietnam's requests, representatives of the All-Russian Research Institute of Geology and Mineral Resources said they are ready to share and coordinate with Vietnam, especially in environmental assessment.

Mr. Vitalievich Shumskiy emphasized that environmental issues are considered important in the implementation of the project of mining minerals on the seabed. This was demonstrated when the world organization on the seabed changed its leadership from a geological expert to an environmental expert.

All-Russian Institute of Geology and Mineral Resources wishes to cooperate in technology and training of Vietnamese staff.

Concluding the meeting, Deputy Minister Tran Quy Kien emphasized that the Ministry of Natural Resources and Environment attaches importance to the cooperation project on investigation and assessment of marine resources with the Russian Federation. Currently, the Ministry is finalizing and collecting opinions from ministries and branches to submit to the Government .

The Deputy Minister assessed that this is a favorable project, which was agreed upon at the meeting of the Intergovernmental Committee between the two countries on cooperation in this field.

This is the first project to investigate, evaluate and proceed to exploit minerals offshore of Vietnam. Russia has cooperated with Vietnam in oil and gas exploration and exploitation for a long time. Therefore, the project to evaluate marine minerals is considered to have great potential, and when approved, it will open up many opportunities for further cooperation. The project will have to comply with Vietnamese regulations, laws and international standards.

The content of cooperation between the Vietnam Geological Department and Marion Group, FESCO Transport Company, All-Russian Institute of Geology and Mineral Resources has been included in the content of the Minutes of the 25th Session of the Vietnam - Russian Federation Intergovernmental Committee: "To cooperate in implementing the project on geological research, assessment, exploration, exploitation and processing of minerals and metals in Vietnam's sea areas between Marion Group, FESCO Transport Company, All-Russian Institute of Geology and Mineral Resources and the Vietnam Geological Department, in accordance with Vietnamese laws and international standards".
