Digital transformation and innovation - one of the key tasks
The Party, State and National Assembly continue to pay much attention to youth and youth work. The 13th National Party Congress continues to acknowledge and set out tasks and solutions for youth and youth work.
The National Assembly has issued the Youth Law 2020, the Government has issued the Vietnam Youth Development Strategy for the period 2021 - 2030, creating mechanisms and policies to care for, nurture and promote youth in the cause of national construction and defense. The Vietnamese National Assembly has established the Young Parliamentarians Group since the 13th term, creating a forum for young National Assembly deputies to exchange and share experiences during the National Assembly's activities, especially in policy making for young people.

Our Party and State consider digital transformation and innovation as one of the key tasks in the process of industrialization and modernization of the country. The documents of the 13th National Party Congress mentioned digital transformation, digital economy, and digital society in the goals, development perspectives, and strategic breakthroughs. Resolution No. 52-NQ/TW of the Politburo emphasized the urgent need to accelerate the digital transformation process. The Government's national digital transformation program to 2025, with a vision to 2030, is implemented in the direction of comprehensive digital transformation with the participation of people, the business community, and state administrative agencies.
The socio-economic development strategy for the period 2021 - 2030, the contents of science, technology and innovation are expressed synchronously and consistently from the Strategy's theme to the development perspective, development goals, strategic breakthroughs and development directions, tasks and solutions, ensuring inheritance and development from successes and taking into account the new context domestically and internationally.
Our Party and State attach special importance to the role of culture in sustainable development. The 9th Conference of the 11th Party Central Committee issued Resolution No. 33-NQ/TW “On building and developing Vietnamese culture and people to meet the requirements of sustainable national development”, affirming that culture is the spiritual foundation of society, the goal and driving force for sustainable national development. Culture must be placed on par with economics, politics and society.
The Vietnamese National Assembly's hosting of the 9th Global Young Parliamentarians' Conference is a practical activity to implement the guidelines of the 13th National Party Congress, Resolution No. 43-NQ/TW of the Politburo on "Some major orientations and policies to implement the foreign policy of the 13th National Party Congress", Directive No. 25-CT/TW of the Secretariat of the 12th Party Central Committee on promoting and enhancing multilateral diplomacy until 2030 and the Strategy for developing Vietnamese youth for the period 2021-2030.
Following the successful hosting of the 132nd IPU General Assembly (2015), the 26th APPF Meeting (2016) and the 41st AIPA General Assembly (2020), hosting this Conference with the theme "The role of youth in promoting the implementation of sustainable development goals through digital transformation and innovation" contributes to affirming Vietnam's active, responsible and proactive participation in the IPU - the world's largest inter-parliamentary organization; at the same time, it shows Vietnam's attention and concern for youth and current global issues of youth.
The conference contributes to promoting Vietnam's interests through the Parliament/National Assembly channel, meeting development requirements and development trends in the new period, including digital transformation, innovation, sustainable development, widely promoting and disseminating to international friends about Vietnam's cultural traditions, country, people, foreign policy and achievements in socio-economic development; is an opportunity to strengthen diplomatic relations between Vietnam and many important partners, especially parliamentarians and young leaders of countries; and seek the support of the IPU and member parliaments for the cause of national construction, protection and development.
Strengthening the role of young parliamentarians
Given the nature and significance of this Global Young Parliamentarians Forum, since the beginning of this year, the National Assembly Standing Committee has issued a Resolution to establish the Organizing Committee of the Global Young Parliamentarians Conference, headed by Politburo member and Permanent Vice Chairman of the National Assembly Tran Thanh Man, directly directing the work related to the preparation for the conference. In addition to members of the National Assembly, the Organizing Committee also includes Ministers and leaders of relevant ministries, branches and localities. The Organizing Committee has established a National Secretariat and 3 Subcommittees: Content Subcommittee, Reception - Logistics - Security - Health Subcommittee, Information - Propaganda Subcommittee to carry out assigned tasks.
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong, Deputy Head of the Conference Organizing Committee, affirmed that the preparation work in terms of content and conditions has been basically completed. With the motto of "friendship, respect, thoughtfulness, safety and economy", the preparation work for the Conference has been basically completed, ensuring content, logistics, reception, security and health. The Conference will certainly leave a good impression of the beautiful and peaceful country of Vietnam to international friends.
Compared to the previous 8 conferences, this is the largest conference ever with nearly 500 delegates attending, including more than 300 international delegates. In addition, the conference program has many rich and diverse activities, many sideline activities such as seminars and exhibitions organized by young people.
The Vietnamese National Assembly has prepared very carefully and has many initiatives in organizing the Conference. National Assembly Chairman Vuong Dinh Hue has paid close attention and directed the entire preparation process for the Conference. The Vietnamese National Assembly has actively coordinated with the Inter-Parliamentary Union (IPU), Vietnamese representative agencies abroad, and relevant parties to ensure the best results in the preparation work.
It is expected that the delegates will adopt the Conference Declaration. This will be the first Conference Declaration of the IPU Global Meeting of Young Parliamentarians through 8 conferences. The Conference Declaration will be a highly political call and a strong commitment of young parliamentarians, promoting the role of young people in implementing the Sustainable Development Goals. This is also the first time that the IPU Global Meeting of Young Parliamentarians has its own Conference logo.
Speaking to domestic and international press ahead of the Conference, the representative of the Vietnam Secretariat continued to promote the role of an active and responsible member of the IPU. Ms. Zeina Hilal expressed her gratitude and impression of the hosting role of the Vietnamese National Assembly in preparing for the Conference. According to Ms. Zeina Hilal, the Vietnamese National Assembly not only demonstrated an active, responsible and professional role in organizing the Conference but also demonstrated a leadership role in efforts to promote youth empowerment. This can be seen through the very high number of international delegates registered to attend this year's Conference, with more than 300 international delegates.
The 9th Global Meeting of Young Parliamentarians is a vivid demonstration of the close relationship and close cooperation between the Vietnamese National Assembly and the IPU. Ms. Zeina Hilal highly appreciated Vietnam's effective integration of the Conference's theme into the discussion sessions. She expressed her belief that Vietnam will successfully organize this Conference.
