The visit took place on the occasion of the UNESCO Memory of the World Program delegation coming to Vietnam to attend the Ceremony to present the Certificate of recognition of the Collection of musician Hoang Van as a World Documentary Heritage.
At the meeting, Deputy Minister Hoang Dao Cuong emphasized that over the past 50 years, the cooperative relationship between Vietnam and UNESCO has developed well, contributing positively to the goal of sustainable development.
Within the framework of the Memory of the World Programme, Vietnam currently has 11 documentary heritages registered, including 4 world documentary heritages and 7 Asia-Pacific documentary heritages. Being recognised by UNESCO is an affirmation of the special value of the documents, and at the same time makes an important contribution to the work of preserving and promoting the cultural and historical values of the nation.
According to the Deputy Minister, the Law on Cultural Heritage (amended) passed by the National Assembly in 2024 will take effect from July 1, 2025. For the first time, documentary heritage and activities to protect and promote the value of this type of heritage are stipulated in a separate chapter of the law. This is an important legal basis, contributing to ensuring consistency and synchronization in the legal system; internalizing international conventions to which Vietnam is a member and facilitating the process of international integration in the field of culture and heritage.
The Deputy Minister suggested that UNESCO continue to accompany and share experiences in building dossiers, preserving and promoting the value of documentary heritage in Vietnam, while supporting human resource training, consulting on policy development and perfecting the legal system related to this field.
Dr. Johannes Joseph Maria Bos was delighted to return to Vietnam and highly appreciated the effective cooperation between Vietnam and UNESCO. He emphasized that Vietnam is an Asian country with great potential and possesses valuable historical documents.

The International Advisory Council was impressed with the nomination dossier of musician Hoang Van's collection. The process of receiving and assessing the heritage dossier of musician Hoang Van has shown the close and effective cooperation between Vietnamese authorities and UNESCO experts. This is also a testament to Vietnam's professional approach to preserving and honoring heritage. The legalization of the content of documentary heritage in the new law is a remarkable effort, demonstrating Vietnam's strong commitment to promoting and honoring the value of documentary heritage that few countries have.
On behalf of the UNESCO Memory of the World Program, Dr. Fackson Banda congratulated the collection of musician Hoang Van on being recognized as a World Documentary Heritage. He expressed his impression of Vietnam's cultural depth and encouraged Vietnam to continue researching, building and nominating more documentary heritage records. According to him, Vietnam is a country with a long history and rich archives, and has many conditions to contribute more to the Memory of the World program.

Taking note of the comments, Deputy Minister Hoang Dao Cuong suggested that UNESCO send experts to support training courses organized by the Department of Cultural Heritage in localities, helping to improve capacity in building documentary heritage dossiers.
In addition, the Deputy Minister also proposed that UNESCO support the conservation of ancient documents on materials that are easily damaged by the impact of the environment and time such as stone, wood, and paper.
In 2025, Vietnam is building two scientific dossiers to propose the recognition of documentary heritage in the Asia-Pacific region, including the Pho Hien stele system (Hung Yen province) and the Han-Nom inscriptions on Non Nuoc mountain (Ninh Binh province). The titles recognized by UNESCO have contributed to raising public awareness, promoting conservation activities, forming unique cultural-tourism products, creating jobs and attracting investment in localities.
The UNESCO Certificate Award Ceremony recognizing the Collection of Musician Hoang Van as a World Documentary Heritage will take place at 8:00 p.m. on July 24, on the occasion of the 95th anniversary of the birth of the musician - one of the great names of modern Vietnamese music.
