According to Deputy Director of the Department of Construction of Vinh Long province Tran Van Trung, the whole province has supported the construction and repair of 14,738 houses for eligible households; of which, 11,604 houses were newly built, 3,134 houses were repaired, with a total cost of over VND894 billion and nearly 48,000 working days.
Mr. Tran Van Trung said that the positive results achieved in implementing the program to eliminate temporary and dilapidated houses were thanks to the close direction of the Provincial Party Committee and the entire political system from the province to the grassroots level.
Departments, branches, mass organizations, and local authorities proactively develop plans, determine criteria, promote propaganda, publicize criteria, and evaluate beneficiaries of policies in accordance with regulations. The process of evaluating beneficiaries is carried out by local authorities in an objective, democratic, public, and transparent manner.
The People's Committee of Vinh Long province has a policy of proactively allocating funds to localities and fully implementing the requirements on fund management according to each allocated capital source, including: Budget capital, mobilized support capital in accordance with regulations and transparency. The functional departments, branches and sectors guide the communes on the order and procedures for implementing construction, housing models, and localities to resolve difficulties in land, finance, etc.
During the implementation process, people are not only beneficiaries but also directly participate in contributing labor, materials, and supporting each other in building houses. This helps raise awareness and responsibility of the community. Many households receiving housing support proactively mobilize additional resources from their families and relatives to build decent houses. It is the active, proactive, and responsible participation of the people that contributes to improving efficiency, limiting dependence, and helping the program to be implemented in accordance with the spirit of "people know, people discuss, people do, people check, people benefit".
Vice Chairman of the Vietnam Fatherland Front Committee of Vinh Long Province Le Thanh Binh said that, implementing the program to eliminate temporary and dilapidated houses, the Vietnam Fatherland Front Committee of the province proactively deployed to socio-political organizations... to actively participate in mobilizing resources, propagating, reviewing, monitoring and supporting housing construction.
With the motto of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little", officials, civil servants and public employees contributed 1 day's salary. Many philanthropists contributed and mobilized relatives and the community to support the construction of houses for households without land; mobilized contributions from businesses, entrepreneurs... to have more resources to implement the program.
The shock troops of the Youth Union, Women's Union, Trade Union, Veterans Association, Farmers' Association and armed forces mobilized to support labor days, transport construction materials, clean up and hand over the site, support the construction of electricity and water for daily life... Thanks to the joint participation, it created a synergistic strength, mobilizing maximum resources inside and outside the budget to help the program to eliminate temporary and dilapidated houses in the province to reach the finish line soon.
