After the administrative unit merger, the Education sector of Can Tho City and the Education sector of Vinh Long province are facing many changes from the apparatus, personnel, to political tasks and school network planning... This context poses many challenges but at the same time opens up opportunities to innovate and improve the quality of education.

On the occasion of the 43rd anniversary of Vietnam Teachers' Day (November 20), the two "female generals" leading the Education and Training sector of Can Tho City and the Education and Training sector of Vinh Long Province shared with GD&TĐ Newspaper their orientations, goals, as well as difficulties and expectations in the upcoming journey.

Can Tho City stabilizes organization, maintains confidence

After merging administrative units and implementing the 2-level government model, the apparatus of the Education sector of Can Tho City has changed significantly. Many units have merged, transferred staff, rearranged job positions, and consolidated the management team...

Acting Director of the Department of Education and Training, Ms. Tran Thi Huyen, shared: "The transition process has increased work. The Department has researched to reorganize scientific work and always focuses on the lives of the team."

According to her, officials who have to move from far away to work in the city center will be supported with 5 million VND/person/month according to Resolution 04/2025 and will be temporarily housed at the dormitory of Tran Dai Nghia High School.

"Can Tho Education Department is receiving close attention from city leaders, trust from people and high sense of responsibility from teachers" - Acting Director of Can Tho City Department of Education and Training, Ms. Tran Thi Huyen said.

“Material support and spiritual encouragement are the best ways to maintain stability and encourage staff to stay with the industry,” Ms. Tran Thi Huyen emphasized.

However, Can Tho City still faces the problem of a shortage of nearly 2,000 teachers, mainly concentrated at the preschool and primary levels. The newly merged areas have large differences in learning conditions: schools in the suburbs lack classrooms and functional rooms; equipment is degraded; and many places do not even have enough land to expand.

To overcome this, the industry has advised on paying teachers, developing recruitment plans, and allowing schools to hire contract and guest teachers to immediately meet the needs of the school year.

According to Ms. Tran Thi Huyen, the bright spot of Can Tho City is the consensus, the industry's collective steadfastness in the slogan: "Stability for development - Unity for advancement". The movement of innovation in teaching spreads to every school, every teacher; thousands of initiatives are implemented, creating positive changes in the quality of teaching and learning.

The 2025-2026 school year is considered an important milestone, the first school year after the city completed the restructuring of its apparatus according to the new model.

"We have identified many key tasks: Promoting digital transformation, perfecting the digital learning materials system, improving the quality of preschool education. Implementing the project to make English a second language. Developing high-quality human resources; accelerating investment in infrastructure, especially in disadvantaged areas," Ms. Tran Thi Huyen emphasized.

The head of the Can Tho City Education Department said that the city has many new opportunities. Along with that, there is the close attention of the City People's Committee, the trust of the people and the high sense of responsibility of the teaching staff.

“With the consensus of all staff, civil servants, public employees and workers in the Education sector, we believe that Can Tho City Education will maintain its position as the center of Education and Training in the Mekong Delta.”

Vinh Long Education unites and strives to overcome difficulties

If Can Tho City has the characteristics of "a system that is being streamlined and restructured", Vinh Long province is likened to "an education sector that has just expanded in scale".

And if we had to choose one word to describe the Vinh Long Education sector after the merger, perhaps the most accurate word would be “huge”. The entire sector currently consists of 1,316 educational institutions, including 1,264 public schools, with a total of 674,718 students. Along with that are 43,750 staff, ranging from the commune level to the units under the Department.

The workload has increased many times, requiring simultaneous handling of a series of new and old tasks: reviewing the school network, standardizing staff, handling backlogs, resolving policy issues, recruiting teachers and stabilizing the apparatus...

Director of the Department of Education and Training of Vinh Long province, Ms. La Thi Thuy said: There are periods when cadres, civil servants and public employees "work day and night", having to handle work in the evening or on weekends to keep up with progress.

"However, the Department's consistent view is that difficulties increase but service quality must be better; there is more pressure but the spirit of serving the people must be more professional," Ms. La Thi Thuy emphasized.

According to the female Department Director, the first pressure on the industry is the lack of teachers, a problem that has existed for many years in localities before the merger.

After reviewing, the Department has developed a recruitment plan for the 2025-2026 school year. At the same time, it has guided the People's Committees at the commune level to organize recruitment in accordance with regulations for the non-public school system under its management. "This is both to overcome the immediate shortage of teachers and to create a stable foundation for the long term," Ms. Thuy shared.

Regarding policies and regimes, the entire industry is facing many backlogs that need to be resolved. The Department resolutely directs units to conduct a comprehensive review to ensure that teachers' rights are not overlooked.

After Resolution 12/2025 of the Provincial People's Council issued a support policy for cadres from Ben Tre and Tra Vinh to move to Vinh Long, the Department quickly implemented it, paying more than 1.1 billion VND as of November 2025. This is an important source of encouragement for cadres far from home to work with peace of mind.

Facilities are also a big problem after the merger. Vinh Long province has mobilized resources from the budget, national target programs and socialization to repair and upgrade schools. Of these, 26 schools have completed renovations, and 37 schools will continue to be repaired in the 2025-2026 school year. Many schools in difficult areas, which were previously severely degraded, have now been significantly improved.

The Vinh Long Education Sector aims to build an open - flexible - digital - integrated education system, closely linked to the Resolution of the 1st Provincial Party Congress and Resolution 71 of the Politburo.

The entire industry is promoting digital transformation, standardizing databases and organizing training on document digitization processes to reduce paperwork for schools. The application of information technology also helps shorten operating time, limiting the need for staff to travel far in the context of a new, larger area.

Orienting for the period 2025 - 2030, Vinh Long Education sector aims to build an open - flexible - digital - integrated education system, closely linked with the Resolution of the 1st Provincial Party Congress and Resolution 71 of the Politburo.

"We have set out key tasks including: re-planning the school network according to the characteristics of the new province; developing staff towards standardization and digitalization; innovating management; improving the quality of comprehensive education and mobilizing social resources more strongly," the Director of the Department of Education and Training of Vinh Long province emphasized.

Although the industry scale is unprecedented, with the sharing of the team and a high sense of responsibility, the Education sector of Vinh Long province can completely turn challenges into motivation for faster and more sustainable development.
