Perfecting digital infrastructure, unifying data platforms

The People's Committee of Vinh Long province has just issued a plan to develop digital infrastructure for the period 2025 - 2030, assigning the provincial science and technology sector to preside over the implementation, coordinate with relevant departments, branches and localities to monitor and urge progress. The plan aims to build a synchronous digital infrastructure, meeting the requirements of comprehensive digital transformation in state management, production, business and social life.

Telecommunications businesses in Vinh Long accelerate 5G coverage in the province.

According to the orientation, by the end of 2025, telecommunications enterprises operating in the area will expand 5G coverage to over 10% of the total number of existing 4G stations. The development of 5G networks is required to be prioritized in operating industrial parks and industrial clusters, to ensure the need for high-speed connections to serve production, automation and smart technology applications. At the same time, fiber optic and transmission infrastructure will be upgraded, ensuring suitable capacity and speed for 5G transceiver stations and Internet of Things (IoT) devices.

Vinh Long also aims to complete the consolidation of key data platforms by 2025, including the integrated data sharing system (LGSP); shared data warehouse; open data portal; intelligent monitoring and operation center (IOC). These platforms, when operated synchronously, will help improve data analysis capabilities, support direction and operation, and improve the quality of online public services.

In terms of serving the people, the province will increase support for access to and use of digital signatures and personal electronic signatures in online transactions. The goal is to have 50% of the adult population have digital signatures or electronic signatures by 2025; and to increase to 70% by 2030. This is considered a key step to promote digital transactions, improve safety and reliability in online services.

According to the Department of Science and Technology of Vinh Long, the province currently has 7 enterprises owning telecommunication cable network infrastructure. In recent years, enterprises have invested in expanding the network, providing telecommunication and internet services to 100% of communes and wards, including remote areas and island communes. This infrastructure contributes significantly to socio -economic development, especially the digital transformation process of the province.

At a recent working session with the Department of Science and Technology, representatives of network operators said that the process of deploying digital infrastructure still faces many difficulties. Notably, there are problems with imported equipment; dependence on the electric pole system of Vinh Long Electricity when pulling cables, leading to limitations in technical initiative; the undergrounding of telecommunication cables is not synchronized, causing excess cables, low-slung subscriber lines, potential safety risks and affecting urban aesthetics.

Faced with the above situation, Mr. Huynh Hoanh Thanh, Deputy Director of the Department of Science and Technology of Vinh Long province, requested telecommunications enterprises to closely coordinate with Vinh Long Electricity in arranging and tidying up the cable system; promptly handling tilted cable poles, at risk of falling or sagging cables. Ensuring traffic safety, urban aesthetics and technical infrastructure safety must be associated with the process of deploying digital infrastructure according to the plan issued by the province.

Expanding 5G coverage, promoting digital services

Entering the 2025 - 2030 period, Vinh Long strives to increase the rate of 5G broadcasting stations to over 50% compared to the total number of 4G stations in operation. At the same time, the province will build infrastructure capacity to be ready for testing 6G networks in the future. This is an orientation that has been included in the plan to ensure that Vinh Long does not fall behind in the trend of developing new generation telecommunications technology.

According to the request of the Provincial People's Committee, telecommunications enterprises need to continue investing in upgrading the broadband fiber optic network, ensuring the ability to provide high-speed internet services (1Gb/s) to state agencies, businesses and people when needed. The province also prioritizes solutions to improve service quality, increase competitiveness and reduce connection interruption time.

Along with network infrastructure, Vinh Long aims to strongly develop IoT infrastructure, creating a foundation for the transportation, energy, healthcare, education, logistics and urban management sectors to integrate sensors and smart devices. At that time, data from the systems will be connected to the IOC, supporting forecasting, early warning and more effective management.

To realize the goal, Vice Chairman of Vinh Long Provincial People's Committee Nguyen Quynh Thien requested the provincial science and technology sector to monitor and guide agencies and units in implementing tasks in the plan; at the same time, periodically review, report, and promptly propose adjustments to the content according to the actual situation. The province also proposed to strengthen coordination with units under the Ministry of Science and Technology in managing digital infrastructure, standardizing processes and supporting businesses to overcome difficulties.

For telecommunications enterprises, in addition to expanding and upgrading infrastructure, the province wants network operators to promote the application of new technologies, optimize networks, and enhance information security. The development of new digital services and digital products that meet user needs is also considered an important factor in promoting digital transformation in the community.

The digital infrastructure development plan for the 2025-2030 period is expected to create an important boost for Vinh Long in the process of building a digital government, digital economy and digital society. When data platforms are interconnected, public services are fully digitized and telecommunications infrastructure is modernized, people and businesses will benefit from a faster, more transparent, safer and more convenient transaction environment.
