On November 19, the Department of Industry and Trade of Ho Chi Minh City held a press conference to provide information on the activities of the industry and trade sector in the first 10 months of 2025, thereby emphasizing the promotion of consumer stimulus programs and connecting supply and demand to prepare for the peak shopping period of Lunar New Year.
According to Mr. Nguyen Minh Hung - Deputy Head of Trade Management Department, Department of Industry and Trade of Ho Chi Minh City, total retail sales of goods and consumer service revenue of Ho Chi Minh City in the first 10 months of 2025 reached more than 809,000 billion VND, an increase of 14.5% over the same period in 2024. This result demonstrates the strong recovery of purchasing power and the effectiveness of the city's market management solutions.
In order to contribute to the completion of the annual growth target, the Department of Industry and Trade said it will continue to vigorously implement consumer stimulus programs with higher frequency and more practicality, aiming at the Lunar New Year shopping period. The programs not only have commercial goals but also play a role in regulating the market, ensuring the circulation of goods and consumer rights.

Mr. Nguyen Nguyen Phuong - Deputy Director of the Department of Industry and Trade of Ho Chi Minh City informed that the Department has advised the City People's Committee to submit to the City People's Council to develop a Resolution on trade promotion support at the 6th Session (December 2025). The Resolution is expected to create a breakthrough mechanism to support businesses participating in consumer stimulus activities in the coming time.
At the same time, the Department will promote administrative procedure reform, creating favorable conditions for businesses to implement trade promotion and promotional programs in accordance with regulations. It is expected that the Department of Industry and Trade will simultaneously organize 7 branded promotional events at Metro stations and shopping centers in the city; deploy the month of "Responsible Green Tick" - the main theme of this year, focusing on preparing goods for Tet.
The Department of Industry and Trade will coordinate with the City Labor Federation to develop incentive programs specifically for workers and laborers, helping them have more favorable conditions for Tet shopping.
Notably, the supply-demand connection conference will take place from December 19 to 21, 2025 in Vung Tau City, introducing thousands of specialties from all over the region to Ho Chi Minh City consumers. This is considered the largest-scale concentrated supply-demand connection event of the year.
