The family of Ms. Vu Thi Hien, Tran Phu block, Bac Son commune is one of the typical households receiving preferential loans from the National Employment Fund. Ms. Hien said: In 2023, my family opened an export bag sewing factory, but due to lack of capital, we only produced on a small scale. In 2025, thanks to access to preferential loans from the program to support job creation, maintenance and expansion from the National Employment Fund, my family borrowed 100 million VND to carry out the project of repairing the sewing factory. Thanks to that, on average, each month, my family processed 80,000 - 100,000 bag products for the company, bringing in revenue of 10 million VND/month, creating jobs for 20 seasonal workers.
Similarly, the family of Ms. Hoang Thi Tinh, Ban Ha village, Chau Son commune has effectively developed a forest economic model from this program. Ms. Tinh shared: My family has planted acacia forests since 2019 with about 30,000 trees, but due to lack of capital for care, the trees have grown slowly. In 2023, I was guided by the staff of the Dinh Lap Social Policy Bank Transaction Office to apply for a loan of 100 million VND to take care of acacia trees and plant 6 new hectares of acacia. During the process of using the capital, I participated in training courses on transferring science and technology on planting and caring for forests. With the loan capital, I hired people to clear, fertilize, and care for acacia forests. Thanks to that, from the beginning of 2025 until now, my family has harvested acacia forests, bringing in an income of 300 million VND. In addition, the family continues to focus on taking care of 6 hectares of newly planted acacia forests from 2023 to increase income in the coming time.
Along with the above two households, in recent years, many households in the province have had access to loans from the program to support job creation, maintenance and expansion. To date, the total outstanding loan balance of the program has reached 1,735 billion VND, with 22,500 borrowing households, an increase of 548 billion VND compared to 2024. In the period of 2021 - 2025, the Provincial Branch of the Vietnam Bank for Social Policies has disbursed 2,426 billion VND, with 34,698 borrowing households. This is the loan program with the highest outstanding loan growth of the Provincial Branch of the Vietnam Bank for Social Policies.
Mr. Phan Anh Thang, Deputy Director of the Provincial Branch of the Social Policy Bank, said: In recent years, the Branch has focused on promoting propaganda activities, helping people understand the loan policy to support job creation, maintain and expand employment. At the same time, the unit directed transaction offices to closely coordinate with the People's Committees of communes and wards, entrusted socio- political organizations and savings and loan groups to implement the program, speed up disbursement progress, and promptly meet people's loan needs. Every year, from the local budget entrusted through the Social Policy Bank, the Branch also prioritizes allocating additional capital for the program, creating conditions to expand access to capital, contributing to supporting workers to develop jobs, increase income and improve people's lives.
Implementing the direction of the Provincial Branch of the Social Policy Bank, the Social Policy Bank transaction offices have actively implemented solutions such as: promoting propaganda so that people can clearly understand the purpose and meaning of the program, access loan sources; proactively reviewing loan needs to advise and propose to the Provincial Social Policy Bank to provide additional capital according to the actual needs of the people... The capital of the program has created conditions for people to build and develop effective economic models, thereby contributing to creating stable jobs for many workers. Specifically, in the period of 2021-2025, the capital has contributed to creating jobs for 34,716 workers.
To make the loan capital effective, every year, the Provincial Branch of the Vietnam Bank for Social Policies and related units conduct inspections and supervision of the use of capital. The inspections show that all households use the loan capital for the right purpose, bringing practical results, contributing to the development of production models and creating stable jobs for many local workers.
In the coming time, the Provincial Branch of the Vietnam Bank for Social Policies will continue to coordinate with relevant units to grasp the loan needs of the people, ensuring timely disbursement to the right subjects. The synchronous implementation of these solutions will not only help people expand production activities, create more jobs for local workers but also contribute practically to the National Target Program for Sustainable Poverty Reduction of the province.
