The working session aimed to grasp the work of organizing and operating the two-level local government and implementing the Resolution of the Commune Party Congress for the 2025-2030 term.
The land border commune of Dak Wil was established by merging Dak Wil and Ea Po communes. This commune has a 13.4km border with Mondulkiri province, Cambodia. The whole commune has 24,203 people with 36 villages, of which ethnic minorities account for 63.36%.

The commune currently has 84/100 staff. Immediately after the merger, the Dak Wil border commune Party Committee urgently carried out the work of organizing the apparatus and assigning and using cadres, civil servants and workers in accordance with regulations. The entire Party Committee has 51 affiliated party organizations with 808 party members.

The Resolution of the Dak Wil Commune Party Congress for the 2025 - 2030 term sets out 12 targets, 6 key tasks and 3 breakthroughs. To implement the congress resolution, the Party Executive Committee of the commune has issued documents for implementation in the 2025 - 2030 term such as working regulations, action programs... In particular, the border commune on the mainland of Dak Wil has propagated the Resolution of the 1st Party Congress on the loudspeaker system, village meetings, activities of political and social organizations...

Regarding the two-level local government, after 1 month of operation, the arrangement of the government apparatus was ensured according to regulations; administrative activities were maintained without interruption, without management gaps and better served the people. The total number of administrative procedures decentralized under the authority of the commune has resolved 433 records and received 288 records. The work of ensuring political security and social order and safety after the merger has been maintained and stabilized, with high consensus among the people in the commune.

At the meeting, Dak Wil border commune requested that the province direct specialized agencies to promptly find solutions to overcome difficulties and obstacles in the process of implementing the connection of the two-level local government apparatus; pay attention to considering and supporting facilities, equipment, and human resources to better serve the operation of the commune-level government apparatus. Invest in upgrading some village-level roads, build connecting roads with border posts located in the area; provide specific instructions on Decree 178; support the repair of classrooms to arrange 2 sessions/day as required...

In his concluding remarks, Deputy Secretary of the Provincial Party Committee Luu Van Trung commended and acknowledged the efforts and achievements of Dak Wil border commune in all areas in the past time. At the same time, he suggested that Dak Wil is a land border commune with a large proportion of ethnic minorities. Currently, the whole commune has 147 poor households and 151 near-poor households, of which 20 poor households are ethnic minorities. Poverty reduction is one of the key tasks that need to be focused on. Therefore, the locality needs to review, survey, analyze, evaluate, and classify the causes of poverty by group to have specific and appropriate solutions. The draft Political Report submitted to the Lam Dong Provincial Party Congress for the 2025-2030 term is expected to reduce the poverty rate to less than 0.5% by 2030; the average income per capita is equal to the national average of about 180 million VND/person/year. Therefore, localities need to be resolute, determined, and have synchronous and practical solutions to join hands with the province in these tasks.

The Party Committee of the commune needs to urgently direct the development of programs and action plans of the Executive Committee and related committees. Each key task and breakthrough stage must develop a specific and detailed plan for each target and goal. The implementation process needs to be associated with inspection and supervision to promptly remove difficulties and bring about efficiency. Commune cadres must regularly go directly to the grassroots, meet with people, grasp the thoughts and aspirations of the people to have focused solutions to remove difficulties and obstacles right at the grassroots. In addition to focusing on leadership, direction, and effective implementation of socio -economic development tasks, the land border commune of Dak Wil needs to focus on ensuring national defense and maintaining security and order in the border area. Comrade Luu Van Trung noted that Dak Wil needs to develop agriculture in the direction of goods, regional linkage, promote the potential and strengths of the locality in agricultural production; develop the forest economy.
Regarding the organizational work, the Deputy Secretary of the Provincial Party Committee requested Dak Wil commune to urgently complete the work to ensure requirements, standards and regulations. The highlight of Dak Wil border commune compared to other localities is the stable ideology of cadres and civil servants, no cadres asked to resign. The new apparatus is operating, the work is new, many things are unclear while the workload is large, but cadres, civil servants, public employees and workers are united, upholding the sense of responsibility, making efforts to operate the apparatus smoothly, without interruption or break. However, the commune needs to review and rearrange the apparatus and cadres, clearly assign tasks, arrange suitable work, right people, right jobs to create balance and harmony. After the arrangement, the commune needs to foster, train and improve the expertise and professionalism of cadres and civil servants to meet increasingly high work requirements.
In addition, comrade Luu Van Trung suggested that the border commune of Dak Wil should focus on issues related to school facilities, teachers, and school construction in the border commune... With the proposal to repair and build some roads in the commune, the Deputy Secretary of the Provincial Party Committee agreed, however, the commune needs to consider prioritizing which roads to build first and which roads to build later to best serve the needs of travel, transportation, and promote socio-economic development.
