With an abundant workforce and local employment primarily focused on agriculture , sending workers abroad has become a promising avenue for high-income opportunities for young people in Cu Yang commune. However, this requires the establishment of a "safe corridor" to ensure workers can confidently enter the international market.
On December 5th, the Provincial Employment Service Center (under the Department of Internal Affairs) collaborated with the People's Committee of the commune to organize the 2025 Job Fair, attracting approximately 120 members of the Youth Union and young people from the commune.
In addition to providing information about the domestic labor market, the highlight of the job fair was the recruitment of workers for overseas employment under contract in Japan, South Korea, and other markets.

Speaking with a recruitment agency, Hoang Thi Lan (from Ea Bot hamlet), a member of the Youth Union, said that her family has three siblings working in South Korea, having gone through a referral from relatives in their hometown ( Thanh Hoa province), earning 20-30 million VND per person per month. “Through this job fair, I was able to directly communicate with companies recruiting workers for jobs in Japan, gaining a clearer understanding of costs, procedures, and benefits. The important thing is that I had access to official information, not through intermediaries or word of mouth,” Lan shared.
According to the assessment of the commune's People's Committee, bringing job information and recruitment for temporary overseas employment to the grassroots level has contributed to changing the perceptions of young people in remote areas; from a hesitant and reluctant attitude towards going far to proactively seeking information and planning for a long-term career path.
Not only does working abroad open up new opportunities for young people, but it also brings hope for a better life to many ethnic minority families in the commune. Ms. Nguyen Thi Thim (of the San Chay ethnic group) in village 22 still clearly remembers the difficult decision she made when letting her son go to work in Japan.
She recounted: "The application fee of over 130 million VND was too much for our family. Thanks to the village head informing us about the policy allowing people to borrow capital to work abroad for a limited time, our family was able to apply for a loan of 82 million VND from the Social Policy Bank - Ea Kar Branch so that my son could go. In the first few days in a foreign land, worry was constant; but then calls and messages reporting stable work helped the family gradually feel at ease." For Mrs. Thim's family, that decision not only created a job for her son but also opened a turning point in their sustainable escape from poverty.
According to preliminary statistics from the commune's People's Committee, currently only about 44 workers from the commune are working abroad through referral channels from the local authorities and the Provincial Employment Service Center. This number is still quite modest compared to the local labor potential; meanwhile, many local workers still seek temporary employment abroad through word-of-mouth referrals from relatives and family members, posing a risk of fraud and other problems.

According to Mr. Nguyen Van Hung, Vice Chairman of the Commune People's Committee, working abroad for a limited period is an effective way to solve unemployment problems, but for it to be sustainable, it must be done through official channels. The biggest difficulty currently is the high initial cost, while the skills and foreign language proficiency of local workers are still limited. If people seek information through unofficial channels, they are very likely to encounter risks. Therefore, the commune has determined that it must proactively act as a "bridge," bringing accurate information and legally qualified businesses directly to the grassroots level so that workers can confidently make their choices.

Based on that, the People's Committee of the commune directed the villages and hamlets to review and survey the job search needs, vocational training needs, and overseas employment needs of the people. In coordination with the Provincial Employment Service Center, they implemented activities to provide recruitment information support to the villages and hamlets.
Propaganda work has been reformed to be more practical, focusing on disseminating policies and laws on sending workers abroad; providing timely and objective information on the labor recruitment needs of various countries through specific job orders; and introducing successful local examples. In particular, the government has intensified warnings about fraudulent acts and schemes, as well as the risks and consequences for workers who abscond or reside illegally abroad.

Policy credit is also considered an important "lever" to support young workers who wish to work abroad. To date, the Social Policy Bank - Ea Kar Branch has coordinated with local authorities and organizations to provide loans for job creation and loans for working abroad under contract, ensuring that the loans are granted to the right beneficiaries and are transparent and accountable. Currently, the outstanding policy credit balance in the area is approximately 104 billion VND, with more than 1,800 borrowing households.
Thanks to the synchronized implementation of various solutions, during the 2020-2025 period, Cu Yang commune has facilitated domestic and international job placements for 2,026 people, raising the rate of trained workers to 38.1%. Average per capita income increased from 30-35 million VND/person/year at the beginning of the term to approximately 52 million VND/person/year; the multidimensional poverty rate decreased by an average of 2.46% per year.
“Based on the results achieved, in the coming time, the People's Committee of the commune will continue to promote reforms in methods of information and propaganda about employment; survey and verify the needs of workers; issue targets and plans for sending workers to work abroad that are suitable to market needs and the level and capacity of local labor, thereby gradually expanding opportunities for safe and sustainable employment,” emphasized Mr. Nguyen Van Hung, Vice Chairman of the People's Committee of the commune.
