Two days ago, the road to Truong Thinh village was submerged by floodwaters, some sections were several meters deep. Now the water has basically receded, and people can travel normally. Both sides of the road still bear traces of the flood, with fruit orchards and vegetable beds covered in mud. In the residential area, people took the opportunity to clean up their houses and collect garbage. Some volunteer groups brought food and provisions to the people. The army, mass organizations, and youth also joined in to help the commune overcome the consequences.

Mrs. Nguyen Thi Nu's family is spraying water to clean the yard, house and belongings. She said: "When I first heard the village's warning, I tried to put some belongings up high, but I didn't expect the water to rise so quickly, flooding more than half of the first floor. This is the biggest flood I have ever witnessed since I was born." Currently, Mrs. Nu's family has cleaned up the mud and hopes to soon have electricity and clean water for daily activities.

Sharing the same fate, Mr. Pham Mai Thu in the same village could not hide his sorrow. Last year, due to the impact of Typhoon Yagi , the water only reached the first floor steps, but this year, the floodwaters rose more than a meter into his house.
“We only had time to run for our lives, but the refrigerator, stove, and furniture were all gone,” Mr. Thu said. Pointing to the nearly one-hectare orchard, Mr. Thu said sadly: “We worked so hard to take care of it, but now the water is flooding, all the grapefruits have fallen. When the sun comes up, I will wash the mud off the leaves and take care of the trees for the next crop.”

Due to the impact of storm No. 10, many villages along the Thuong River in Kep Commune such as Truong Thinh, Ben Luong, Ngoc Son, Tan Thinh, Doi But, Phan Thuong, Viet Huong, Phu Loi, Canh Phuong, Chi Miu... were deeply flooded and completely isolated. More than 500 households and their properties were moved to safety. Notably, Ho Cao Lake overflowed for the first time in history, reaching a positive level of 32.42m. The floodwaters overflowed the dam, isolating many residential areas.
In recent days, the commune has proactively deployed response measures, ensuring food and drinking water for the people. According to preliminary statistics, the commune has not recorded any human losses, but rice, crops, aquatic products, and poultry have been severely affected; many roads have been eroded. The work of reviewing and calculating the damage is being urgently carried out.

The Commune Fatherland Front Committee coordinated with support forces to receive and distribute more than 400 barrels of water, 100 barrels of milk, and dozens of cartons of instant noodles, porridge, bread, etc. to households in deeply flooded areas. The Commune Civil Defense Command also arranged 3 generators in Doi But, Truong Thinh, and Tan Thinh villages to temporarily supply water for people. Currently, the forces are focusing on supporting people to clean up, sanitize the environment, and restore daily life and production.
Mr. Nguyen Van Luc, Vice Chairman of Kep Commune People's Committee, said that the locality is currently implementing synchronous measures to overcome the consequences of the flood. Specifically, the commune organizes environmental disinfection, supplies, and guides people on how to treat domestic water sources to ensure health safety. Drilled wells that were not affected by the flood have been provided with generators to pump water for temporary use by the people.

In addition, the commune has received vegetable seeds supported by the Vietnam Academy of Agriculture , which are expected to be distributed to people as soon as the water recedes to restore production. The locality also distributed essential goods, drinking water, medicine and other necessities, and checked safe areas to soon restore the power system and stabilize people's lives.
