SMOOTH OPERATION
My Hiep was established on the basis of merging 3 communes: My Long, My Hiep and Binh Thanh. The commune has a natural area of 79.42 km2 , population of 54,577 people. Immediately after the Central and the province announced the decisions on the establishment of the Party Committee, the appointment of personnel and key positions, the commune held meetings, issued decisions on the organization of the apparatus and the appointment of personnel of specialized agencies.

At the same time, develop working regulations, define functions, tasks and assign tasks to members of agencies and units; issue a work program from now until the end of 2025 to immediately deploy the work.
According to the Party Committee of My Hiep commune, the staff and support agencies of the Party Committee, the People's Council committees, the specialized agencies under the People's Committee, and the Fatherland Front Committee of the commune have been allocated reasonable staff in accordance with regulations. The cadres and civil servants ensure that they perform their assigned tasks well.
For non-professional workers, the commune has temporarily arranged them to work at party, government, mass organizations, and the Public Administration Service Center to support them in performing their tasks. At the same time, the commune has reviewed, arranged, and allocated headquarters, facilities, means, and working equipment.
My Hiep Commune has made the most of the equipment that still meets the requirements to arrange for work. For equipment that is still lacking or does not meet the requirements, the Commune People's Committee has repaired, renovated, upgraded old facilities, and made additional purchases to ensure the performance of tasks.
In particular, priority is given to ensuring headquarters, machinery, equipment, transmission lines and other assets for the Public Administration Service Center to meet the requirements of providing public services and handling administrative procedures for businesses and people without interruption, especially facilities and conditions for preserving records and documents.
To effectively operate the new commune government model, the Standing Committee of the Commune Party Committee seriously carries out propaganda work, orienting public opinion according to the instructions of the superiors. Propaganda work is carried out in many forms such as: Through conferences, radio, Party cell activities, people's meetings and social networks (Zalo groups...). This helps cadres, Party members and people clearly understand the goal of streamlining the apparatus, improving the effectiveness and efficiency of operations.
Secretary of the Party Committee of My Hiep Commune, Tran Thi Bich Du, said that currently, the Commune Public Administration Service Center has performed its functions and tasks according to regulations; especially applying information technology to the implementation of administrative procedures, contributing to promoting digital transformation.
At the same time, integrating online public services, facilitating the reception of records, digitization and return of results online to organizations and individuals. Officials and civil servants are provided with full system usage accounts, can log in to the system and use the system according to the process. The commune has equipped 6/7 digital signatures for the reception and return of results department to digitize records and administrative procedures.
Comrade Tran Thi Bich Du added: “By July 20, the Commune People's Committee had carried out 305 administrative procedures, in 62 fields; of which 4 fields had records of administrative procedure settlement. Specifically, the commune had received 311 records (283 records were received and settled online).
As a result, 263 records have been processed (including 241 early records, 22 on-time records, and 1 returned record), and 47 records that have not yet reached the deadline are being processed. Through evaluation, the team of officers and civil servants receiving and returning results at the center have sufficient qualifications, capacity, enthusiasm, responsibility for their work, and strictly follow the organization and operation regulations. This has helped to resolve administrative procedures for people smoothly and quickly.
PROMOTING DIGITAL TRANSFORMATION
Currently, one of the key tasks that the Party Committee and the government of My Hiep commune are focusing on is organizing the first Party Congress of the commune for the 2025-2030 term. To successfully carry out this task, the commune has proactively deployed preparations for the congress.

Accordingly, the commune has decided to establish 3 subcommittees: Personnel subcommittee, Document subcommittee and Congress service subcommittee. The subcommittees issue decisions to establish support groups and carry out tasks.
The Party Committee has issued a decision to allocate the number of delegates to attend the 1st Congress of the Party Committee of My Hiep Commune, with 155 official delegates and 39 alternate delegates. At the same time, focus on discussing and completing the political report to submit to the Congress of the Party Committee of the Commune to send to higher levels for appraisal and approval. Promote propaganda, create a vibrant competitive atmosphere throughout the Party Committee and people to welcome the Party Congresses at all levels.
Besides focusing on organizing the first Party Congress of the commune, according to comrade Tran Thi Bich Du, in the coming time, to operate the new commune government effectively, the commune will continue to review and improve the organization and operation of the commune People's Committee.
At the same time, it is necessary to arrange and assign civil servants according to job positions associated with their practical capacity and qualifications to ensure compliance with the 2-level local government model. In particular, it is necessary to focus on training and fostering professional skills for civil servants to meet the requirements of the new model. The commune will review working regulations and coordination regulations between professional departments to suit the streamlined and effective model.
One of the key tasks is to promote digital transformation in agency operations, apply information technology, management software, and resolve administrative procedures quickly and transparently. In particular, deploy models to support people and businesses in performing online public services.
In addition, the commune will develop a coordination regulation between neighboring communes to jointly handle common issues such as: Security and order, environmental sanitation, inter-regional infrastructure...
