My Thanh Commune: Overcoming difficulties, operating the government to serve the people

After implementing the reorganization of commune-level administrative units, My Thanh commune faced many challenges in terms of organizational structure, personnel, and the need to improve the quality of public service in the new context. Based on practical requirements, My Thanh commune has made efforts to overcome difficulties, operate a reformed administrative apparatus, and aim at serving and satisfying the people.

My Thanh commune was established as a result of the process of arranging administrative units according to the general policy, aiming to streamline the apparatus, improve the effectiveness and efficiency of state management. Formed on the basis of 3 communes Phu Nhuan, My Thanh Bac and My Thanh Nam, My Thanh commune currently has a natural area of 52.3 km2 and a population of 35,768 people.

After the merger, My Thanh commune expanded, the population increased, and the administrative workload increased significantly. The government apparatus had to operate at the grassroots level with a "two-level-in-one" model - both performing the commune-level management function and taking on the role of intermediary in handling work arising in the area.

My Thanh Commune Party Secretary Huynh Vu Phuong said: “The merger of commune-level localities poses many challenges, such as large areas, unsynchronized facilities, the number of civil servants does not increase but the workload is high.

However, the commune clearly determined: There is no other way but to change the mindset, reorganize the working method, and serve the people better so that the people will support. Immediately after the merger, My Thanh commune organized a review of the entire process of receiving people, processing administrative records, assigning responsible officials according to the area, and strengthening personal responsibility associated with specific tasks.

Operating the two-tier government model at the commune level cannot be done by slogans alone. In My Thanh, the change begins with the attitude and spirit of each cadre and civil servant who must be “close to the people” not because of assignment, but truly see the responsibility to serve.

At the My Thanh Commune Public Administration Service Center, in recent days, there have always been many people coming to carry out administrative procedures. Right from the entrance, the commune officials and civil servants enthusiastically guided people to declare their records and documents; guided them to use the VNeID application, exploit personal digital information, submit documents online... Civil servants working at the center are all given a badge with specific job titles and fields of work, easy to identify.

Ms. Nguyen Thi Hong Linh, a resident of My Thanh commune, said: “In the past, when I went to the commune to work, I was often hesitant because I didn’t know where to go or who to meet. Now it’s completely different. From the moment I entered the door until I completed the procedures, I was given enthusiastic instructions. I saw that the commune officials and civil servants thoroughly answered questions that people didn’t know. For example, when I certified my child’s documents, the officials received and implemented the process quickly.”

Mr. Le Van Tam also came to do administrative procedures at the My Thanh Commune Administrative Service Center and shared: “There is no longer a district level, so the responsibility of the commune officials and civil servants will be heavier. But through handling the work, I see that the commune officials and civil servants work very professionally and politely. I hope that the team of commune officials and civil servants will increasingly improve their expertise and service spirit so that people can be supported quickly and effectively.”

According to the report of the My Thanh Commune Public Administration Service Center, in the first 15 days of July 2025, the center's officers and civil servants received over 490 records; of which, 72 records were in the field of civil status, 2 records of contract certification, 7 records of signature certification, 209 records of certified copies from the original, 115 records of job applications... 100% of the records were processed on time and before the deadline. For the convenience of the people, the center has been fully equipped with a computer system, signs, guidance area and file reception area.

Despite the difficult situation, it is worth noting that the cadres and civil servants of My Thanh commune still maintain a positive, responsible and proactive working spirit, always considering serving the people not only a duty, but also a source of pride. The consensus among the cadres and civil servants of My Thanh commune, together with the supervision and support of the people, is the biggest driving force helping My Thanh maintain its confidence in the new period.
