Identifying digital transformation as a cross-cutting task in management and operation, the Party Committee and People's Committee of Sin Ho commune focused on synchronously implementing many key solutions, suitable to the characteristics of the locality such as: issuing a specific plan on digital transformation; investing in and upgrading information technology infrastructure, equipping computers, and stable internet connection for the "one-stop" department and affiliated units. Document management software, electronic operations and digital signatures were deployed synchronously, ensuring smooth operation from the commune to the villages. Thanks to that, the process of processing and transferring administrative records was significantly shortened, reducing paperwork and increasing transparency.
At the same time, online public services are promoted, 100% of eligible procedures are carried out at levels 3 and 4. Commune officials are trained and fostered in digital skills; proactively guiding and supporting people to submit documents and receive results online. This is an important step in the formation of e-government at the grassroots level.
A notable highlight is that Sin Ho commune has established and effectively promoted the Community Digital Technology Team in villages and residential areas. Members of the teams include union officials, police officers, village chiefs and youth union members - people who understand technology and are close to the people. They are the "bridge" that brings technology to each household; instructing people to install the VNeID electronic identification application, use online public services, make cashless payments and access e-commerce platforms.
Along with that, the Commune People's Committee promotes the digitization of population, land, and household registration data; gradually forming a shared database to serve more effective management. The Commune also encourages people and cooperatives to put local specialties on e-commerce platforms, contributing to promoting highland agricultural products and promoting the development of rural digital economy .
In particular, the commune's digital transformation activities are associated with the movements to build advanced new rural areas, the "5 no, 3 clean" model, and the "Skilled mass mobilization" movement. Thereby, not only creating changes in administrative management but also spreading the spirit of innovation and creativity in community life.

Thanks to the synchronous participation of the entire political system, the management and operation of the commune government is increasingly modern and transparent. The rate of timely settlement of records reaches over 98%, many procedures are processed within the day. People highly appreciate the dedicated and professional service style of the commune's cadres and civil servants.

Now, the commune officials guide us to submit documents online, we only need to come once to receive the results, so it is much more convenient and faster. Everyone in the village is excited because they don't have to go far, and the officials help us wholeheartedly."

In a mountainous area like Sin Ho, difficulties are inevitable, but with the consensus of officials and people, we are gradually overcoming them. Despite many positive results, the digital transformation implementation process in Sin Ho commune still faces many difficulties and challenges. Regarding information technology infrastructure, due to the mountainous terrain, scattered population, and many villages far from the center, the Internet and mobile signal are still weak and unstable. Some computer equipment is old and lacks synchronization, affecting the efficiency of electronic document processing. Most of the people are ethnic minorities, so they are limited in using smart devices, accessing the Internet or digital services. Some people are still hesitant to perform online administrative procedures. Human resources and implementation funding are limited. Commune officials are in charge of many jobs, there are no specialized information technology officers, while the volume of data and procedures to be processed is increasing.

Faced with these difficulties, the People's Committee of Sin Ho commune has proactively sought appropriate, creative directions, closely following local realities. Propaganda work has been promoted through the loudspeaker system, village meetings, and party cell activities, helping people understand the benefits of digital transformation. Commune officials coordinate with organizations and community digital technology teams to "go to every alley, knock on every door, and guide each person", directly holding hands and showing people how to operate on the phone. In particular, the commune has coordinated with telecommunications enterprises to expand 4G coverage, upgrade network infrastructure, and ensure stable connections for remote villages. At the same time, the commune organizes digital skills training classes for officials, civil servants, and people, helping people to be more confident when using online public services.
Sin Ho Commune People's Committee is setting a goal to further promote the digital transformation process, towards building a digital government, digital society and digital citizens at the grassroots level. In the coming time, according to the plan, the commune will continue to complete digital infrastructure, cover the Internet to all villages, and deploy a smart commune-level operation center. Strive for 100% of administrative records to be completely processed online, gradually forming a paperless e-government. At the same time, expand the application of technology in education, health care and agriculture, build a shared digital database on population, land, and household registration, serving sustainable socio-economic development.
Another focus is to build a team of cadres who are "technologically proficient and dedicated to serving the people". Each cadre and civil servant of the commune will become a "digital transformation nucleus" in the community, contributing to spreading the spirit of innovation and creativity to each person. The People's Committee of Sin Ho commune strives that by 2030, the locality will basically complete the criteria of the grassroots digital government, towards the goal of "Sin Ho - digital native, friendly, connected and sustainable development".
