Implementing the Project "Youth participating in preserving and promoting Vietnamese national cultural identity for the period 2025 - 2029" in Lai Chau province

On November 18, the Provincial People's Committee issued Plan No. 7344/KH-UBND on implementing the project "Youth participating in preserving and promoting Vietnamese national cultural identity in the period of 2025 - 2029" in Lai Chau province.

I. PURPOSE AND REQUIREMENTS

1. Purpose

- To specify the goals and tasks of the Project "Youth participating in preserving and promoting Vietnamese national cultural identity for the period 2025 - 2029" in accordance with the practical conditions of the province.

- Promote the pioneering and creative role of youth in preserving, teaching, promoting and developing the fine traditional cultural values ​​of ethnic groups in the area.

- Raising awareness and responsibility of youth and the whole society about the meaning and importance of preserving and promoting national cultural identity associated with sustainable socio -economic development.

- Strengthen coordination between agencies, organizations and localities, create favorable conditions for young people to proactively participate in cultural, artistic and community tourism activities, contributing to promoting the image of Vietnamese people and culture in general and Lai Chau province in particular.

2. Requirements

- Ensure adherence to the content, goals, tasks and solutions of the Project "Youth participating in preserving and promoting Vietnamese national cultural identity for the period 2025 - 2029" issued by the Central Committee of the Vietnam Youth Union;

- Clearly define the responsibilities of each agency, unit, and locality in organizing implementation; ensure close, synchronous, and effective coordination between sectors and organizations, especially the Youth Union.

- Content and solutions must be specific, practical, feasible, focused, and key; linked to programs, projects, and plans for socio-economic development, building grassroots cultural life, and developing tourism in the province under the conditions of implementing two-level local government.

- Ensure regularity, continuity, inspection, evaluation, interim and final review; promptly commend and replicate models and typical youth examples in preserving and promoting national cultural identity.

II. OBJECTIVES

1. General objectives

Raising awareness, responsibility and promoting the vanguard role of Lai Chau province's youth in preserving and promoting fine traditional cultural values ​​of ethnic groups in the area; contributing to affirming that culture is the spiritual foundation of society, an important endogenous driving force to promote rapid and sustainable development of the province.

Organize a variety of propaganda, education, exchange and experience activities of ethnic culture; create a favorable environment for young people to learn, create, proactively participate in activities to preserve, maintain, restore and promote the unique cultural identity of Lai Chau province. Thereby fostering patriotism, national pride, sense of responsibility, beautiful lifestyle, contributing to building a new generation of Lai Chau youth with "pure heart, bright mind, great ambition".

Mobilize the participation of socio-political organizations, residential communities, artisans, prestigious people, village chiefs, clan chiefs and individuals dedicated to national culture in preserving and spreading traditional cultural values. At the same time, promote the role of youth as the subject in proposing, participating in building and perfecting mechanisms and policies and improving the effectiveness and efficiency of state management of culture; contribute to the development of the cultural market in a socialist orientation, in accordance with the characteristics, potential and requirements of socio-economic development of Lai Chau province in the new period.

2. Specific goals

a) 100% of the Association's cadres, members and over 80% of the youth in the province are propagandized and disseminated about the Party's viewpoints, policies and guidelines; the State's policies and laws on building and developing Vietnamese culture and people; and the role of youth in preserving and promoting national cultural identity.

b) Every year, 100% of the Vietnam Youth Union of the province organizes at least 02 communication activities on preserving and promoting national cultural identity for youth, associated with holidays, political, cultural and tourism events of the province.

c) The Vietnam Youth Union of the province implements at least 03 youth projects and works applying information technology and digital transformation in preserving, promoting and introducing traditional cultural values ​​of ethnic groups with characteristics of Lai Chau province.

d) Every year, the Vietnam Youth Union of the province organizes at least 02 practical activities for young people to participate in preserving and promoting national cultural identity (such as recreating festivals, organizing national cultural and sports festivals, activities "Youth with indigenous culture", "Youth preserves national language and writing", etc.); organizes 01 training course for Union officials on propaganda work, dissemination of laws and work on preserving and promoting national cultural identity.

e) The Vietnam Youth Union of the province has at least 01 digital cultural model or product of youth that is implemented on a large scale and widely spread in the community and society.

g) The Vietnam Youth Union of the province coordinates with relevant units, agencies and localities to support the construction, renovation and investment in cultural and sports facilities of at least 03 community activity houses in villages and hamlets.

h) The Vietnam Youth Union of the province supports the construction and development of at least 01 typical tourist destination managed, exploited and promoted by young people in ethnic minority areas, contributing to promoting the image of people and culture of Lai Chau province.

III. TASKS AND SOLUTIONS

1. Propaganda to raise awareness and the role of youth in preserving and promoting the cultural identity of the Vietnamese nation

- Strengthen propaganda and education at all levels of the Association, cadres, members and youth about the role, awareness and responsibility of youth in preserving and promoting the cultural identity of the Vietnamese nation; integrate this content into the activities of branches, clubs, teams, groups and thematic activities of the Association, in accordance with the cultural characteristics and customs of each ethnic group in the area.

- Organize the dissemination and propaganda of the Party's viewpoints, policies and major orientations, the State's policies and laws in the cultural field such as: building and developing an advanced Vietnamese culture imbued with national identity; preserving and promoting the value of cultural heritage; developing cultural industry; building a healthy and progressive cultural environment; legal regulations on cultural heritage, beliefs, religions, festivals, advertising, copyright, art, cinema, publishing ... Linking propaganda with the movements "All people unite to build a cultural life", "Youth live beautifully, live usefully".

- Promote propaganda about historical and cultural traditions and typical examples of ethnic groups in Lai Chau province; introduce the good values ​​of beliefs and religions in social life; at the same time, refute and fight against acts of taking advantage of beliefs and religions for superstition, profiteering, causing disunity, affecting political security, social order and safety and people's lives.

- Strengthen the fight on cyberspace against false and distorted arguments and toxic information about national culture; mobilize young people to use civilized social networks, actively share official information, and refute acts of insulting and distorting national cultural identity; contribute to protecting the Party's ideological foundation in the cultural field.

- Diversify forms of propaganda: Visual propaganda through billboards, posters, banners, slogans, photo exhibitions; propaganda in newspapers, radio, television, newsletters, electronic information portals; create and design media publications (infographics, video clips, short films, reports, etc.); strengthen communication on social networks (Facebook, Zalo, TikTok, YouTube, etc.), promote the teams "Digital Transformation Youth", "Active Media Youth".

- Develop news lines, columns, and pages on youth culture in local newspapers, radio stations, and the information pages of the Provincial Youth Union and the Vietnam Youth Union of the province; reflect good models, typical examples, and initiatives to preserve national culture.

- Compile, edit, and publish documents and handbooks to promote cultural heritage, historical relics, customs, traditional arts, folk games, etc. to serve the education and promotion of national culture to youth, students, and pupils.

- Coordinate with press agencies, media, businesses and units, etc. to create content to organize major communication campaigns, promote patriotism, national pride, and the role of youth in preserving culture associated with major holidays of the country and Lai Chau province.

- Organize direct, lively, experiential activities such as forums, seminars, workshops, festivals, folk art performances; contests to learn about ethnic culture; exhibitions of paintings, photos, and video clips about ethnic cultures; "Back to the Source" and "Lai Chau Cultural Journey" trips; extracurricular activities to learn about historical relics and local landscapes.

- Organize thematic activities, extracurricular activities, and source tours to learn about historical sites and revolutionary sites, combined with practical experience activities to equip knowledge, inspire pride and responsibility in preserving cultural heritage and national history; improve knowledge and experience of ethnic cultures for young people.

- Commend, reward and honor outstanding youth groups and individuals with outstanding achievements in propaganda work, content creation, preservation and promotion of traditional cultural values ​​of ethnic groups in Lai Chau province.

- Organize classes, summer camps, and online programs to introduce knowledge about history, language, customs, folk arts, costumes, musical instruments, and cuisine of ethnic groups; encourage young people to study, exchange, and create in the diverse cultural environment of the locality.

2. Implement activities to create an environment for young people to participate in preserving and promoting the historical, cultural and traditional values ​​of Vietnamese ethnic groups.
- Organize a variety of cultural, sports and tourism activities for young people, such as festivals, celebrations, cultural and artistic exchanges, competitions, performances and sports events according to each region, ethnicity or theme; prioritize organizing in remote, border areas, ethnic minority areas, and areas with a large number of religious youth.

- Promote programs to preserve and promote traditional cultural values, including customs, festivals, costumes, cuisine, folk arts, tangible and intangible cultural heritage. Encourage young people to participate in projects to preserve traditional crafts and ethnic beliefs; at the same time, develop modern literary and artistic forms that vividly reflect life.

- Periodically organize training courses, foster knowledge, skills, and expertise in cultural work, heritage, arts, and cultural communication for the Association's staff and core youth; associated with exchange activities, experiences, and learning from typical cultural preservation models inside and outside the province.

- Promote the creative role of youth and young intellectuals in the digital age, promote research and creative activities in the fields of culture, heritage and art; strengthen connections between youth, technology enterprises, schools and cultural agencies, and form a digital creative ecosystem in the cultural field in Lai Chau province.

- Coordinate with the education sector to organize extracurricular lessons and experiential activities on ethnic culture in the general education program, such as: learning folk songs, folk games, learning about costumes, customs, festivals... suitable for each locality; mobilize students, university students, and youth to participate in folk culture clubs, traditional art practice teams, contributing to nurturing love for the homeland and national pride.

- Strengthen coordination between the Association and professional associations, businesses, and young artists in investing in and supporting the development of creative activities, production, distribution, and promotion of cultural products and services; encourage young people to start businesses and innovate in association with cultural preservation and development of local cultural industries.

- Support small and medium enterprises, cooperatives, and youth-owned businesses, especially in the fields of culture, tourism, and traditional crafts, through consulting, training, management skills training, branding, and developing business strategies associated with local culture.
- Invest in building, renovating, and improving the operational efficiency of grassroots cultural institutions, entertainment and community activity spots for young people; develop programs and activities imbued with national identity, creating an environment for young people to study, create, practice, and have healthy fun, connecting with the community.
- Encourage young entrepreneurs to develop business activities associated with culture, incorporate traditional cultural elements into products, brands, and business development strategies; organize training and seminars on corporate culture and sustainable development associated with the identity values ​​of Lai Chau province.

- Promote the spirit of dedication of young medical staff, combine traditional medicine and modern medicine, spread medical ethics and humanistic values ​​of Vietnamese culture; organize medical examination and treatment programs, give free gifts to the poor, ethnic minority youth, and remote areas.

- Encourage disabled youth and young artists to participate in composing, performing, and restoring traditional arts, contributing to spreading vitality, love for the homeland and national culture; organize competitions, creative camps, and stage folk arts for young people.

- Promote the role of village elders, village chiefs, religious dignitaries, and prestigious people in ethnic communities; strengthen the teaching of language, writing, folk arts, and traditional rituals; encourage them to contribute ideas and accompany young people in cultural preservation programs and projects.
- Maintain and expand folk culture clubs and groups, preserve traditional craft villages and arts; link these activities with the New Rural Development Program, national target programs on economic, cultural and social development in ethnic minority and mountainous areas.

- Deploying youth volunteer teams to support cultural and tourism activities, such as guiding festivals, communicating cultural events, digitizing heritage documents, teaching ethnic languages, organizing traditional art classes, and community tourism associated with cultural preservation.

- Organize cultural preservation activities that are interactive, creative, diverse in form, and suitable for all age groups: folk art creation camps, festival reenactment playgrounds, folk games, digital media campaigns on traditional culture, contests to learn about local cultural identity, etc.

- Deploy models of folk culture and traditional art clubs managed by youth, apply technology in archiving, restoring and performing ethnic cultural forms; prioritize implementation in remote, isolated and border areas.

3. Support youth in economic development associated with preserving and promoting ethnic cultures

- Develop and implement programs and models to support young people in starting and establishing businesses, associated with effectively exploiting the unique cultural values ​​of ethnic groups in the area; focus on developing community tourism models, cultural experience tourism; production, promotion and consumption of handicraft products, craft villages, ethnic cuisine, traditional costumes, and ethnic musical instruments.
- Strengthen activities to support young people in connecting and mobilizing social resources to serve start-ups and career development associated with local economic and cultural development; create conditions for young people to access businesses, professional associations, start-up support funds, business acceleration programs and trade promotion.
- Encourage members and young people to establish cooperatives and cooperative groups to produce handicraft products, OCOP products, and regional goods with national cultural values; support youth cooperatives to start businesses in traditional occupations and the agricultural sector.

- Integrating cultural conservation elements into OCOP products undertaken by youth, both preserving cultural identity and creating economic value; supporting brand building, trademark protection, and geographical indications for typical products of ethnic minorities developed by youth.

- Organize training and fostering skills in cooperative management and operation; guide the building and development of product brands associated with national culture; organize tours and study of typical economic development models associated with cultural preservation in the locality.

- Building a network of youth cooperatives, connecting and supporting participation in product value chains associated with culture; creating conditions for promoting and consuming products through cultural fairs, exhibitions, and e-commerce channels.

- Organize training and guidance for members and youth to apply digital technology in consuming products managed by youth: putting cultural goods and services on e-commerce platforms; online sales skills, filming videos, taking photos, livestreaming to promote OCOP products...

- Coordinate the organization of fairs, exhibitions, cultural events, tourism-cultural weeks, youth festivals of Vietnamese ethnic groups... to introduce and promote cultural products and services produced and traded by youth; research and deploy the "Online OCOP Fair" model on social networking platforms associated with Kols Festival.

- Encourage the development of community tourism accommodation models (homestays) owned by youth, associated with indigenous cultural experiences, contributing to economic development, creating livelihoods and spreading traditional cultural values ​​of ethnic groups in the province.
- Support young people to create handicraft products, souvenirs, fashion accessories from local materials and brocade to meet young people's tastes; support traditional craft villages to find outlets through connections with OCOP programs, start-up projects and e-commerce platforms.

4. Application of science and technology in preserving and promoting cultural values
- Raise awareness in the community, especially the young generation, about the importance of harmoniously combining science - technology and culture. Actively implement communication and education activities to widely disseminate the policies of the Party, the State and the province related to the development of science - technology, encourage the application of technology in the fields of culture, art, museums, archives, cultural tourism; contribute to forming new thinking about the connection between technology and culture in the context of digital transformation and international integration.

- Encourage young people to promote creativity, proactively research and apply digital technology and modern media platforms in cultural development activities, build cultural industries, promote, market and build brands for cultural products with national identity. Strengthen the dissemination of digital capacity, implement the program "Digital literacy", "AI literacy",... for young people in designing images, digital media content, e-commerce, social network management, building digital ecosystems for cultural and tourism products.

- Mobilizing young people to participate in building a digital transformation ecosystem in the cultural field through digitalization activities of tangible and intangible cultural heritage; building digital databases, digital heritage maps, digital museums, electronic libraries; applying virtual reality (VR), augmented reality (AR), artificial intelligence (AI) technology to build virtual reality cultural products, build digital cultural characters, digital video platforms, social networks, etc.; developing creative digital cultural products such as documentaries, video games, smart travel applications, online cultural handbooks, etc.

- Organize training programs to improve knowledge for the Association's staff, members and youth on the application of science and technology in the preservation and promotion of ethnic cultural forms and religious cultural heritage. Encourage youth to apply the knowledge they have acquired to participate in community initiatives and digital cultural projects, contributing to preserving national cultural identity in the 4.0 technology era.

- Training in skills of applying information technology, digital transformation in promoting products and services associated with national culture; providing guidance on completing the standardization of processes and standards of products participating in OCOP according to the national OCOP criteria for young people doing business, members of cooperatives, youth cooperatives, small and medium enterprises, farms and production households with business registration of young people, young people who are directly producing and processing agricultural products and young people starting businesses in the locality, with the following contents: Introduction to the OCOP program; instructions on designing and standardizing packaging, labeling of goods for OCOP products; product production process according to OCOP standards; applying AI in agricultural production; managing production quality with AI; building OCOP product profiles; marketing strategies and building OCOP product brands; evaluating and providing practical guidance on perfecting products.

- The Association's branches proactively advise the Party committees, local authorities and relevant agencies and units in building and deploying big data platforms on culture, building a system of cultural characteristics specific to each region, area and locality, focusing on gathering a network of cultural experts, researchers, artisans and local communities to participate in building the database; applying digital technology to preserve, store and share information in a scientific and accessible manner, contributing to serving research, education, promotion and sustainable cultural development.
- Strengthen training, connection and career orientation activities for talented, passionate and creative youth in the cultural field, from students to freelance youth groups. Build a mechanism to support youth start-up ideas in the field of cultural content creation on digital platforms.

- Support local cultural clubs and youth groups to apply technology to organize exchange activities, exhibitions, art performances, seminars, and cultural communication on digital platforms such as websites, social networks, etc. to spread traditional cultural values ​​to the community.
- Encourage young people to develop their creativity and use technology to produce media products such as short films, videos, podcasts, infographics, etc. to introduce the heritage, customs, festivals, cuisine, traditional arts, etc. of Lai Chau province. Promote the creation of cultural content in English and other international languages ​​to widely promote Vietnamese cultural values ​​to the world, contributing to enhancing the image of the country and national cultural identity in the context of global integration.

5. Research and propose policies to promote the role of youth in participating in preserving and promoting the cultural identity of the Vietnamese nation.
- Build online information channels, forums, and youth cultural creative idea competitions to receive and synthesize initiatives, recommendations, and models proposed by youth on preserving and promoting ethnic cultures. Synthesize typical initiatives and send them to competent authorities for consideration and integration into the process of building, amending, and supplementing cultural mechanisms and policies at the provincial and grassroots levels; encourage youth to participate in social criticism activities and contribute opinions in the process of making cultural policies.

- Propose mechanisms and policies to support folk artists (especially in remote areas) in teaching language, writing, crafts, musical instruments, Then singing, Xoe dancing, Mong flute, folk tales, folk festivals, etc. Build a model of "Classes to teach ethnic culture to young people" chaired by the Ho Chi Minh Communist Youth Union at all levels, in coordination with the cultural and educational sectors, organized in villages, communes and schools. Bring the content of teaching ethnic culture to the movement "Lai Chau youth proudly march under the Party's flag", creating a traditional educational environment rich in identity, nurturing national pride.

- Propose a mechanism to discover, nurture and honor young talents in the fields of folk arts, performance, cultural product design, community tourism, focusing on human resources from ethnic minority youth. Encourage socialization in training, promoting and developing young talents, mobilizing businesses and social organizations to invest together, sponsor scholarships and facilities for cultural creation.

- Advise on mechanisms to encourage enterprises, associations, cooperatives and artisans to participate in the production and trading of cultural and tourism products with ethnic characteristics of Lai Chau province. Attract investment in cultural, sports and entertainment facilities in communes, especially border communes, to serve the cultural and spiritual needs of young people.

- Organize surveys and evaluate the performance of models for preserving and promoting traditional cultural identities of each locality and ethnic group. Conduct in-depth analysis of the impact of the models on community development and the ability to maintain and promote sustainable cultural values.

- Coordinate with relevant sectors and units to research and propose policies on remuneration, financial support, means, and practice space, creating conditions for artisans to coordinate with youth organizations in the work of preserving and promoting national cultural identity, including youth, especially in areas at risk of extinction such as: languages ​​and scripts of ethnic groups; traditional crafts, etc. Research and organize programs such as "Youth learning heritage", "Youth learning ethnic script", to promote the movement of learning and using ethnic languages ​​and scripts in community activities.

- Coordinate with relevant agencies, give advice on building and perfecting policies and strategies on developing cultural life for youth, ensuring economic growth associated with cultural development, improving the quality of life of youth, protecting the ecological and humanistic environment; build and perfect cultural institutions, create spaces for exchange, study and creativity for youth of all ethnic groups.

- Mobilize young people to participate in implementing scientific research projects and projects to contribute to improving conservation mechanisms and policies; propose solutions and models for preserving cultural heritage, innovative initiatives in line with global trends to spread traditional cultural values ​​for sustainable development in the context of international integration. Create opportunities for young people to connect with experts, international organizations and research communities in the field of culture.

- Implement policies and projects to support the preservation, restoration and development of languages ​​and scripts of ethnic minorities, through compiling learning materials, training teachers and volunteers, organizing classes, and communicating to raise public awareness about the importance of ethnic languages ​​and scripts in
maintaining cultural identity

- Advise and propose policies to create a favorable environment for young people and young artists to participate in the development of cultural industries and cultural and creative products.
Lai Chau province tourism brand. Support young people to access creative startup programs in the fields of culture, arts, digital media; connect with domestic and international businesses and organizations to spread national cultural values ​​in the context of global integration.

IV. IMPLEMENTATION COSTS

Implementation costs include: State budget funds according to current budget allocations; Integrated funds from relevant programs, projects, plans and policies being implemented in the province; funding, contributions and legal support from domestic and foreign enterprises, organizations and individuals.
