Faced with the complicated developments of storm No. 3 (Winpha storm), Thanh Ha commune (Hai Phong city) urgently directed and deployed many synchronous measures to ensure the safety of people and property.

Thanh Ha Commune has developed an evacuation and rescue plan in case of emergency. The locality expects to evacuate more than 70 households with 108 people in case of emergency to gathering places at schools, commune People's Committee headquarters and relatives' houses. These are households with non-permanent houses, outside. At the same time, a reserve force of about 300 people has signed a commitment to be ready to mobilize when ordered.

Thanh Ha Commune has prepared a warehouse of supplies and equipment to respond to storm No. 3, including: 50m3 of boulders, 50m3 of crushed stone, 50m3 of sand, 10,000 sacks, 2 motorboats, hundreds of life jackets, shovels, crowbars... ready to handle unexpected situations.

Thanh Ha commune leaders inspected and requested cross-river ferries to temporarily stop operations.

Previously, the Party Committee and People's Committee of Thanh Ha commune held a meeting to clearly assign tasks to each member, establish shock troops and patrol teams to guard the dikes. The commune issued plans and announced plans to focus on natural disaster prevention, organized 24/7 duty, and reviewed response plans according to the "four on-site" motto. Thanh Ha Irrigation Works Exploitation Enterprise pumped water to drain the floodwaters on the afternoon of July 19.
