Vinh Thuc Commune: Forest allocation for people to stabilize production

With the high determination of the functional departments of Mong Cai City in the past and the People's Committee of Vinh Thuc commune in implementing the Project on forest allocation and leasing associated with land allocation and leasing to households, individuals and communities (Project on land allocation and forest allocation), up to now, households in Vinh Thuc commune have been granted forest land use right certificates (GCNQSDD) to feel secure in production.

On July 9, the People's Committee of Vinh Thuc commune organized the awarding of 95 forestry land use right certificates to 79 households in the commune. This is the result of a long journey, full of efforts of the local government and people in implementing the Land and Forest Allocation Project. This event not only brought joy to the people but also marked an important step forward in land management, use and sustainable economic development in the commune.

The land and forest allocation project has been implemented since 2019 in the communes of Vinh Trung, Vinh Thuc, Hai Son, and Bac Son of the former Mong Cai city.

According to the original project, the total area to be implemented in Mong Cai City (old) was 1,852.44 hectares, including 4 communes: Hai Son, Bac Son, Vinh Trung, Vinh Thuc before. However, through the review and adjustment process, this area was reduced to 1,305.4848 hectares according to Decision No. 3192/QD-UBND. Particularly in Vinh Thuc Commune (old), the project implementation area was 427.36 hectares and was adjusted down to 370.71 hectares. In Vinh Trung Commune (old), the implementation area was 373.23 hectares and was adjusted down to 358.02 hectares.

One of the core principles of the project is that land and forest allocation must be to the right subjects, within the right authority, and must not exceed the limit, comply with the 2013 Land Law and regulations of the Provincial People's Committee. The project prioritizes land and forest allocation to households that are using the land stably and long-term, without disputes, but have not yet been granted a certificate. In particular, for policy households, poor households and ethnic minority households, the project also gives special priority according to Decision No. 755/2013/QD-TTg of the Prime Minister .

The implementation of this project encountered many difficulties and obstacles. Among them, the following obstacles must be mentioned: The area of land with natural forests and forests planted with state budget funds has decreased compared to the original project; the overlap between forests planted by people and forests planted with state budget funds; the forest area assigned to people overlaps with the forest area of organizations, etc.

However, with the close direction of the Mong Cai City People's Committee in the past and the active coordination of the Vinh Thuc Commune People's Committee, the consulting unit and related departments and offices, the problems have been gradually resolved. The total number of forestry land use right certificate applications in Vinh Thuc Commune (including the old Vinh Thuc and the old Vinh Trung) is 79 households with 95 forestry land plots. Up to now, 100% of the applications have been resolved, with 79/79 households and 95/95 land plots having been granted land use right certificates. This shows the determination and effectiveness in implementing the local government's policies.

After being granted the land use right certificates, Vinh Thuc Commune requested people to manage and use land for the right purpose, focus on investment, and produce effectively to increase household economic value, contribute to promoting socio-economic development and maintaining security and order in the area.

The completion of the Land and Forest Allocation Project in Vinh Thuc is a tangible result of the effectiveness of the two-level government right from the very first days. Inheriting previous results, Vinh Thuc commune has implemented its tasks proactively, closer to the people. With the Land Use Rights Certificate in hand, Vinh Thuc people can now feel secure in farming and investing long-term, contributing to promoting the socio-economic development of the locality, building an increasingly prosperous and sustainable Vinh Thuc.
